The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the committees on any matter within the jurisdiction of the committees that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

   
3. MINUTES
 

Consider approval of TTAC Minutes from meeting of March 3, 2011.

 
4. SELECTION OF TRAVEL MODEL CONSULTANT
 

Receive a report on the consultant selected to update the SBCAG travel model.

   
5. CONGESTION MANAGEMENT PROGRAM UPDATE
  Receive an update on data submittals and recommend that the board change to a biennial Congestion Management Program conformity finding, as allowed by statute.
   
6. OVERALL WORK PROGRAM
  Review and recommend the board approve the FY 2011-12 SBCAG Overall Work Program.
   
7. UNMET TRANSIT NEEDS
  Review and comment on the Draft 2011 Transit Needs Assessment.
   
8. MEASURE D
  Receive a report on the projected ending balance for the Measure D program.
   
9. PROJECT FUNDING PLANS
  Recommend the board approve a funding plan to:
  A. Accelerate the delivery of the third northbound lane between Cabrillo Blvd. and Salinas Street as part of the U.S. 101 Operational Improvements Project.
   
  B. Complete final design of the revised Cabrillo Blvd. pedestrian improvements that are a condition of the U.S. 101 Operational Improvements Project.
     
  C. Construct Phase IIIA of the Union Valley Parkway arterial project and direct staff to prepare a Measure D expenditure amendment for board adoption after right of way negotiations are completed.
     
10. U.S. 101 LINDEN AVENUE\CASITAS PASS ROAD INTERCHANGE
  Recommend that the Board direct staff to submit an application for Proposition 1B Corridor Mobility Improvement Account cost savings to close the shortfall on the U.S. 101 Linden Avenue\Casitas Pass Road Interchanges Project, and request a letter of support from Caltrans District 5.

  The next regularly scheduled meeting date is Thursday,  May 5, 2011 (first Thursday of the month).
