The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the committees on any matter within the jurisdiction of the committees that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

   
3. MINUTES
  Consider approval of TTAC Minutes from meeting of November 4, 2010.
   
4. MEASURE A STRATEGIC PLAN ADDENDUM
 

Provide comments on an addendum to the Strategic Plan for Board consideration in December discussing unfunded local transportation needs.

   
5. MEASURE A IMPLEMENTATION
  Receive an update on the schedule to implement the bicycle, pedestrian and safe routes programs and initiate work on new North County highway projects.
   
6. SBCAG TRAVEL MODEL RFP
  Recommend approval of distribution of RFP for consultant services for upgrade of SBCAG Travel Model to comply with SB-375 and RTP Guidelines.
   
7. TRANSPORTATION DEVELOPMENT ACT
  A. Recommend approval of proposed policy on the application of farebox recovery ratio standards to transit operations in Santa Barbara County.
   
  B. Recommend approval of Resolution to Reduce the Farebox Recovery Ratio, required under TDA, for the City of Lompoc Transit to 15% for three years.
   
8. OVERALL WORK PROGRAM
  Provide input on work tasks for SBCAG’s new Overall Work Program for FY 2011-12.
   
9. PROJECT FUNDING PLANS
  Review and provide comments on conceptual funding plans for:
   
  A. Accelerating delivery of third northbound lane between Cabrillo Blvd. and Salinas Street as part of the U.S. 101 Operational Improvements Project.
   
  B. Revised Cabrillo Blvd. pedestrian improvements project as part of the U.S. 101 Operational Improvements Project.
   
  C. Phase III of Union Valley Parkway arterial project
   
10. ELECTIONS
  Nominate and elect a TTAC Chair and Vice-Chair for 2011.
