The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the committees on any matter within the jurisdiction of the committees that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

   
3. MINUTES
  Consider approval of TTAC Minutes from meeting of October 7, 2010.
   
4. SBCAG ORGANIZATIONAL ASSESSMENT
  Receive presentation on draft SBCAG Organizational Assessment by Management Partners and provide comments.
   
5. U.S. CENSUS, 2010 AREA DELINIATIONS
  Recommend approval of letter to U.S. Census Bureau commenting on proposed changes to census geography including urbanized area boundaries.
   
6. CLEAN AIR PLAN
 

Recommend approval of Transportation Control Measures in Draft 2010 State Clean Air Plan prepared by the Santa Barbara County Air Pollution Control District.

   
7. TRANSPORTATION DEVELOPMENT ACT
  A. Review and comment on proposed policy on the application of farebox recovery ratio standards to transit operations in Santa Barbara County.
   
  B. Review and comment on Draft Resolution to Temporarily Reduce to 15% the Farebox Recovery Ratio required under the Transportation Development Act for the City of Lompoc.
   
8. PROJECT INITIATION DOCUMENTS
  Recommend approval of the PSR three-year work program FY 11/12 – 13/14.
   
9. MEASURE A STRATEGIC PLAN
 

Receive an update on Board approval of Strategic Plan and direction to staff to prepare an addendum for Board consideration in December discussing unfunded local transportation needs.

   
10. ADJOURN
  * Measure A Maintenance of Effort (MOE) ordinance amendment and adjustment of baseline becomes effective 45 days following board’s approval in October (Dec. 5), unless there is an appeal filed.
     
  ** Immediately following the regularly scheduled TTAC meeting Mikie Wickersham and Garin Schneider, DLAE from District 5 will provide an overview of all local assistance discretionary funding sources. Please plan to attend or send an agency representative. **
