The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the committees on any matter within the jurisdiction of the committees that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

   
3. MINUTES
  Consider approval of TTAC Minutes from meeting of September 2, 2010.
   
4.

TRANSPORTATION DEVELOPMENT ACT TRIENNIAL PERFORMANCE AUDITS

 

Recommend approval of the Triennial Performance Audits for Santa Barbara Metropolitan Transit District (SBMTD), Santa Maria Area Transit (SMAT), City of Lompoc Transit (COLT), Santa Ynez Valley Transit (SYVT), City of Guadalupe Transit, Santa Barbara County Transit (Cuyama and Los Alamos), Easy Lift, the Santa Maria Organization of Transportation Helpers (SMOOTH), and SBCAG, and authorize submittal to the State Controller.

5. MEASURE A STRATEGIC PLAN
 

Recommend to the board that the working draft Measure A Strategic Plan become the adopted final plan on November 1, 2010.        

   
6. SB-375
  Receive summary of SBCAG board deliberations on September 20 and CARB decision on targets on September 23, 2010.
   
7. CORRIDOR SYSTEM MANAGEMENT PLAN (CSMP) 101 SOUTH
 

Provide comments on Draft Highway 101 South Coast CSMP.

   
8. PROJECT INITITATION DOCUMENTS
  A. Receive an update on the State’s adoption of a PID Strategic Plan.
     
  B. Discuss update of SBCAG’s Three Year PID Work Program to cover period FY 11/12 – 13/14.
   
9. US CENSUS
  Review proposed changes to census geography including impacts to urbanized area boundaries in Santa Barbara County.
   
10. ANNOUNCEMENTS
  A. 2011 FTIP approval and submittal to Caltrans, FHWA and FTA
     
  B. Reminder that HSIP applications are due to Caltrans District 5 by December 9, 2010.
