The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the committees on any matter within the jurisdiction of the committees that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

   
3. MINUTES
  Approve the Minutes of the March 4, 2010 TTAC meeting.
   
4. UNMET TRANSIT NEEDS
  Review and comment on the Draft 2010 Transit Needs Assessment.
   
5. PROJECT STUDY REPORT REQUESTS
  Consider making a recommendation to the board directing the Executive Director to sign the Project Initiation Document form for:

A. Goleta Overpass Project
B. Santa Barbara Cottage Hospital Area Circulation Improvements
6. PROJECT STUDY REPORT POLICY
  Recommend the board defer adoption of a PSR policy until the state budget is adopted and Caltrans publishes the statewide Project Initiation Document Strategic Plan.
   
7. MEASURE A STRATEGIC PLAN
  Recommend board adoption of the strategic plan
   
8. MEASURE A LOCAL STREET & TRANSPORTATION IMPROVEMENT PROGRAMS
  1. Review the maintenance of effort baseline that will be used for Measure A.
  2. Recommend the board adopt a policy clarifying how Alternative Modes expenditures will be calculated.
   
9. MEASURE A BICYCLE, PEDESTRIAN, and SAFE ROUTES TO SCHOOL PROGRAM GUIDELINES
  Discuss process for developing North County and South Coast Bicycle, Pedestrian and Safe Routes to School Program guidelines
   
10. OVERALL WORK PROGRAM
  Recommend approval of FY 2010-2011 Overall Work Program.
   
11. STATE & FEDERAL LOBBYING EFFORTS
  Receive a report on SBCAG’s state and federal lobbying efforts.

  Statewide Local Streets and Roads Needs Assessment 2010 Update
