The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the committees on any matter within the jurisdiction of the committees that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

   
3. MINUTES
  Approve the Minutes of the January 7, 2010 TTAC meeting.
   
4.  MEASURE A POP & REVENUE ESTIMATES
  A. Approve five year revenue estimates for the first Measure A program of projects.
  B. Recommend a two-year pilot methodology for allocating North County specialized transit funding.
   
5. JOBS FOR MAIN STREET ACT of 2010
  A. Discuss the process and schedule for programming potential new revenues from the Jobs for Main Street Act, under consideration by Congress.
  B. Recommend a list of projects to be funded with potential revenues to the SBCAG board for incorporation into an FTIP amendment at their February meeting.
   
6. TDA/LTF APPORTIONMENTS
  Approve the estimated apportionments of Local Transportation Funds to local agencies for fiscal year 2010-11.  (Note: Staff report available Tuesday, February 2).
   
7. SBCAG TRAFFIC COUNT PROGRAM
  A. Recommend approval of contract with Metro Traffic Data for Regional Traffic Data Collection Program based on the unanimous consent of the proposal evaluation committee.
  B. Review preliminary selection of traffic count locations with final suggested amendments provided to SBCAG staff no later than March 4.
   
8. CENTRAL COAST COMMERCIAL FLOWS STUDY
  Receive status report on Central Coast Commercial Flows Study and identify local heavy truck access and parking issues.
   
9. U.S. BICYCLE ROUTE SYSTEM
  Review and comment on draft primary route designation for Santa Barbara County
   
10. PROJECT INITIATION DOCUMENTS
  Discuss future board agenda item on preparation of project initiation documents.
