The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the committees on any matter within the jurisdiction of the committees that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes.

   
3. MINUTES
  A. Approve the Minutes of the November 17 TTAC meeting.
  B. Approve the minutes of the December 3 TTAC meeting.
   
4.  2010 FEDERAL LEGISLATIVE PROGRAM
  Discuss an outline of the 2010 legislative strategy being drafted by SBCAG’s federal lobbyist and recommend that local agencies support the 101 HOV project as Santa Barbara County’s highest transportation priority for federal funding.
   
5. MEASURE A PROGRAM OF PROJECTS
  Discuss the ordinance requirements, process and methodology for developing the first Measure A program of projects for FY 10/11.
   
6. OVERALL WORK PROGRAM
  A. Receive information on SBCAG application for planning grant to update travel model.
  B. Provide input on work tasks for SBCAG’s new Overall Work Program for FY 2010-11.
   
7. 2010 STATE TRANSPORTATION IMPROVEMENT PROGRAM
  Recommend the SBCAG Board approve the revised 2010 STIP programming proposal for submittal to the California Transportation Commission (CTC).
   
8. ANNOUNCEMENTS
  A. SBCAG RFP’s: Solicitation of TTAC member or staff volunteers to assist SBCAG in reviewing responses to two RFP’s: Regional Traffic Data Collection Program in Santa Barbara County, April 2010 and Transit Triennial Performance Audit Services. Responses to RFP due to SBCAG on January 14.
  B. Availability of funding from Federal Transit Administration’s ‘Transportation Livability Initiative’ Program.
  C. Availability of funding for Caltrans’ Transportation Planning Grants:
• Partnership Planning;
• Statewide or Urban Transit Planning Studies;
• Rural or Small Urban Transit Planning Studies;
• Transit Planning Student Internship;
• Community-Based Transportation Planning; and
• Environmental Justice Transportation Planning
