The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 

1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Approve the summary of the July 23, 2009 special Measure A TTAC meeting and the minutes of the August 6, 2009 TTAC meeting.
   
4. MEASURE A STRATEGIC PLAN
  A. Draft #1 of Financially Constrained Strategic Plan
    Review the first draft of the financially constrained Measure A Strategic Plan
   
  B. Interregional Transit Assumptions
    Review the interregional transit assumptions for the Strategic Plan and discuss alternative scenarios developed at the request of TTAC.
   
  C. Next Steps in Strategic Plan Development
    Discuss date of next TTAC meeting focused on Measure A and probable agenda items.
   
5. AMERICAN RECOVERY & REINVESTMENT ACT (ARRA) PROJECT DELIVERY
  A. Receive a report on the obligation status of roadway and transit ARRA (stimulus) funding in Santa Barbara County.
     
  B. Approve back-up projects that could receive funds not obligated within the county by October 15 or redistributed to SBCAG from other regions and approve a reallocation methodology.
   
6. HYBRID UTILITY VEHICLE EARMARK
  Receive a report on local agency interest in a federal earmark available to SBCAG for a hybrid utility vehicle and recommend a project sponsor to the SBCAG board.

  Status of National Discretionary Stimulus Applications for Hwy 101 Santa Maria River Bridge and Seacliff Rail Siding Project
