The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Approve the minutes of June 4, 2009.
   
4. STATE TRANSPORTATION PLAN
  Receive report from Caltrans regarding update of the California Transportation Plan.
   
5. AMERICAN RECOVERY & REINVESTMENT ACT (ARRA) PROJECT DELIVERY
  A. Receive a report on the obligation status of roadway and transit ARRA (stimulus) funding in Santa Barbara County.
 
B.  Discuss the statewide guidelines for reallocating unobligated funds between regions.
   
C. Adopt a strategy in concept for selecting back-up projects that could receive funds not obligated within the county by October 15 or redistributed to SBCAG from other regions.
   
6. STATE BUDGET \ STATE TRANSPORTATION IMPROVEMENT PROGRAM
  Discuss the schedule for adoption of the 2010 State Transportation Improvement Program and the effect the 09/10 state budget will have on the STIP and local agency funding.
   
7. HYBRID UTILITY VEHICLE EARMARK
  Discuss a federal earmark received by SBCAG for a hybrid electric vehicle and member agency interest in being the project sponsor.
   
8. HIGHWAY SAFETY IMPROVEMENT PROGRAM
  Receive information about the schedule for submitting Highway Safety Improvement Program applications for the FY 2009/10 funding cycle

        Release of amendment to 2008 RTP EIR addressing Induced Traffic and Energy

 

        Brittany Odermann: RTPA Moderator for FY 09/10.
