The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Approve the minutes of March 5, 2009.

OVERALL WORK PROGRAM

Recommend approval of revised SBCAG Draft FY 2009-10 Overall Work Program.
5. UNMET TRANSIT NEEDS
  Recommend approval of Final 2009Transit Needs Assessment and findings of unmet transit need and reasonable to meet.
   
6, CONGESTION MANAGEMENT PROGRAM
  Recommend a finding that the County of Santa Barbara and the Cities of Santa Maria, Guadalupe, Solvang, Lompoc, Buellton, Santa Barbara, Goleta, and Carpinteria are conforming to the adopted Congestion Management Program pursuant to Section 65089.3 of the California Government Code.

FEDERAL ECONOMIC STIMULUS FUNDING FOR ROADWAYS

  Adopt a programming recommendation for additional federal economic roadway stimulus funding available to the region.

CALTRANS LOCAL ASSISTANCE UPDATE

  Receive an update from Caltrans District 5 Local Assistance on:
  A. Authorization of federal stimulus funds
  B. Highway Bridge Program FY 08/09 – FY 11/12
  C. New Disadvantaged Business Enterprise requirements
   
9. STATE AND FEDERAL TRANSIT FUNDING
  A. Receive an update on federal economic stimulus transit funding
  B. Approve the exchange of stimulus and Proposition 1B Transit Capital funds between SMOOTH and SMAT.
   
10. SOUTH COAST ITS IMPLEMENTATION PLAN
  Recommend approval of South Coast ITS Implementation Plan with a prioritized list of projects for funding.
   
11. ANNOUNCEMENTS
  Economic Recovery Work Plans for Business, Housing, Transportation Agency
