The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 
1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Approve the minutes of November 6, 2008.
4. OVERALL WORK PROGRAM
  Provide input on work tasks for SBCAG’s new Overall Work Program for FY 2009-10
   
5. CONGESTION MANAGEMENT PLAN (CMP)
  Review and comment on draft Chapter 4, Performance Element, of the Congestion Management Program update document.
   
6. FTA 5307 CALL FOR PROJECTS
  Review and approve scoring systems for FTA 5307 project selection and initiate a countywide call for projects.
   
7. PROPOSITION 1B LOCAL STREETS AND ROADS
  Receive information on remaining allocations from the Proposition 1B Local Streets and Roads Account and discuss Governor’s proposed Economic Stimulus package.

ECONOMIC STIMULUS PLANS

  Discuss local and regional projects that could be included in economic stimulus plans. [No staff report – Information will be distributed at the meeting].
   
9. ELECTIONS
  Nominate and Elect TTAC Chair and Vice-Chair for 2009.
   
10. ANNOUNCEMENTS
  A. A workshop on Multimodal Level of Service for Urban Streets, by Rick Dowling, Dowling and Associates, will be held at SBCAG, Wednesday, January 20, 2009, 10:00 AM to 3:00 PM.
  B. Caltrans Planning Grants for FY 2009-10 are available for the following programs, with applications due April 1, 2009:
  * Environmental Justice
  * Community-Based Transportation Planning
  * Partnership Planning
  * Transit Planning
  C. Due to the New Year’s Day holiday, the next TTAC meeting will be Thursday January 8, 2009.

11. MEASURE A IMPLEMENTATION  (TIME CERTAIN 12:00 PM)
  Receive a report from SBCAG staff on the draft “to do” list and schedule being developed to implement Measure A.
