The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Approve the minutes of June 1, 2006.
4. CMAQ/STP EXCHANGE WITH THE SACRAMENTO AREA COUNCIL OF GOVERNMENTS
  Approve a recommendation authorizing the Executive Director to negotiate and execute an MOU exchanging $5.9 million in unobligated CMAQ apportionment for $2.95 million in STP apportionment and obligational authority in the 07/08 and 08/09 fiscal years with the Sacramento Area Council of Governments.
   
5. JARC/NEW FREEDOM SAFETEA-LU TRANSIT FUNDING PROGRAMS
  Review a staff report on the JARC and New Freedom programs.
   
6. CONGESTION MITIGATION AIR QUALITY PHASE-OUT
  Approve a recommendation to program $1.9 million in CMAQ phase-out funding received in FY 2006/07 and 2007/08 to the Traffic Solutions program.
   
7. 2007 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
  Recommend the SBCAG Board adopt the 2007 FTIP. 
   
8. LOCAL STREETS AND ROADS NEEDS ASSESSMENT
  Review a letter and memo from the California State Association of Counties and League of California Cities proposing to conduct a statewide streets and roads needs assessment.  Provide comments to SBCAG staff for transmittal to CSAC and the League at a July 19 RTPA workshop in San Diego.
   
9. ANNOUNCEMENTS
  There will be a meeting following TTAC to discussing the programming of JARC, New Freedom, FTA 5307 and CMAQ phase-out funding.
