The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 

1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Approve the minutes of April 7, 2005.
4. EXPEDITED PROJECT SELECTION PROCEDURES
  Approve Expedited Project Selection Procedures for the Federal Transportation Improvement Program.
   
5. TRANSIT PROJECT SELECTION PROCEDURES
  Approve  Transit Project Selection Procedures for the Federal Transportation Improvement Program.
   
6. CONGESTION MANAGEMENT PROGRAM
  A. Adopt a determination, pursuant to Section 65089.3 of the California Government Code that the County of Santa Barbara and the cities of Santa Maria, Buellton, Solvang, Lompoc, Santa Barbara, Guadalupe, Goleta and Carpinteria are conforming to the adopted Congestion Management Program
     
  B. Require the City of Santa Barbara to conduct a seasonal monitoring program in 2005 at the intersection of Castillo Street/Montecito Street in order to determine if congestion at this intersection is recurring or episodic in nature.
   
7. 2005 PROGRAMMING OPTIONS
  Request that SBCAG staff prepare a STIP and FTIP Amendment to program RSTP, LSTP, STIP and STIP-TE funding for FY 2004/05 through 2006/07.
   
8. AB 1012 OBLIGATION PLAN
  Approve the AB 1012 Obligation Plan for Cycle 6.
   
9. UNMET TRANSIT NEEDS
   Receive report of SBCAG continuance of item until May and discuss next steps.
