The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

 

1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Approve the minutes of March 3, 2005.
4. TRANSIT NEEDS ASSESSMENT
  Receive presentation and consider approval of the draft Transit Needs Assessment for 2005.
   
5. PROJECT PROGRAMMING AND OBLIGATION AUTHORITY
  A. Approve an FTIP amendment that would:
    1. Program FY 04/05 CMAQ apportionment and provide CMAQ obilgational authority to the North County Intercommunity Transit Service, Traffic Solutions and Santa Barbara's Pershing Park Multi-Purpose Pathway (PE only);
       
    2. Delete Lompoc's CMAQ bus project and program $354,000 in RSTP for a replacement project; and
       
    3. Replace $175,000 in CMAQ funding for Santa Barbara's Pershing Park Multi-purpose Path project with STIP-TE funds.
       
  B. Request that SBCAG staff prepare a draft FTIP Amendment covering FY 2004/05 through 2006/07 for consideration by TTAC at its May meeting to:
    1. Program estimated RSTP funding capacity for previously identified project funding needs.
       
    2. Program STIP-TE based on previously identified project funding needs.
       
    3. Program LSTP for FY 05/06 and 06/07.
       
6. CONGESTION MANAGEMENT PROGRAM
  A. Adopt a determination, pursuant to Section 65089.3 of the California Government Code that the County of Santa Barbara and the cities of Santa Maria, Buellton, Solvang, Lompoc, Goleta, Guadalupe and Carpinteria are conforming to the adopted Congestion Management Program.
     
  B. Adopt a determination, pursuant to Section 65089.3 of the California Government Code that in the absence of required submittals the City of Santa Barbara is not conforming to the adopted Congestion Management Program.
   
7. OVERALL WORK PROGRAM, FY 2005-06
  Approve SBCAG FY 2005-06 draft OWP.
   
8. GATEWAY MONUMENT DEMONSTRATION PROGRAM
  Receive information from Caltrans regarding new opportunities for local entities to enhance gateway entrances into their communities. 
 
9. ANNOUNCEMENTS
  A. HPMS submittal reminder.
  B. SB 523 - Bicycle Transportation Account (BTA) funding.
  C. Traffic Count Program Schedule.
