The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Approve the minutes of April 1, 2004.
4. STATE TRANSPORTATION IMPROVEMENT PROGRAM
  A. SUMMERLAND PROJECT
    1. Recommend approval of Measure D Expenditure Plan amendment to add the Evans Avenue-Ortega Hill Road intersection project funded with $310,000 in Measure D Regional Program funds.
       
    2. Recommend approval of a STIP amendment to delete the Evans Avenue-Ortega Hill Road project from the STIP and program $310,000 in STIP funds to the Highway 101/Linden & Casitas Interchange Project.
       
  B. Ekwill Street-Fowler Road Extension Project
    Recommend approval of a STIP amendment to reprogram $1.2 million from the Ekwill Street-Fowler Road Extension Project to the Linden Avenue-Casitas Pass Interchange Project on Highway 101 in Carpinteria.
   
5. FEDERAL TEA REAUTHORIZATION
  Receive a report on demonstration projects in the TEA reauthorization bill.
   
6. INTERCOMMUNITY TRANSIT SERVICE
  A. Recommend approval of final draft Intercommunity Transit Service Implementation Plan between Lompoc-VAFB- Santa Maria.
     
  B. Recommend selection of lease/purchase budget scenario for development of CMAQ application.
     
  C. Review and comment on draft Memorandum of Understanding between the cities of Santa Maria, Lompoc, the County of Santa Barbara, and the Santa Barbara County Association of Governments, regarding coordination of a three-year pilot project to provide regular, fixed route, commuter public transportation service between Lompoc and Santa Maria.
   
7. FREEWAY SERVICE PATROL
  Receive a presentation on the potential benefits of a Freeway Service Patrol Program for Santa Barbara County.
   
8. TRAVEL FORECASTS
  Review and comment on the draft baseline (programmed projects) 2030 travel forecast. 
   
9. AB 1012 OBLIGATION PLAN 
  Approve the AB 1012 Obligation Plan for Cycle 5.
