The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments. TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.


1. CALL TO ORDER AND INTRODUCTIONS
2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any matter within the jurisdiction of the Committee that is not included as part of this agenda.  Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

3. MINUTES
Approve the Minutes of December 4, 2003.
4. FIVE-YEAR MEASURE D REVENUE ESTIMATES
Receive Measure D Revenue Estimates for the five-year period beginning with the 2004-2005 fiscal year..
5. FY 2004-2005 TDA/LTF APPORTIONMENTS
Approve the estimated apportionments of Local Transportation Funds to local agencies for the 2004-2005 fiscal year..
6. REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM (RTIP)

Review and comment on the options for rescheduling STIP projects in the 2004 RTIP.

7. TRANSPORTATION CONCEPT REPORT (TCR)
Receive briefing from Caltrans on the draft TCR for SR 246.
8. REGIONAL BIKEWAY PLAN

Discuss a collaborative effort to prepare a regional bikeway plan, with local elements, that meets criteria for local agencies to access regional bikeway account funding.

HIGHWAY PERFORMANCE MONITORING SYSTEM (HPMS) PROGRAM

A. Receive briefing on the HPMS De-sampling Process resulting from Santa Barbara County attaining the Federal 1-Hour Ozone Standard.
B. Receive briefing on the 2003 HPMS Sample Requirements for Santa Barbara County.
10. COMMUNICATIONS
A. CONGESTION MANAGEMENT PROGRAM
Review CMP data submittal status.
