The Technical Transportation Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TTAC members include staff representatives of each city, the county, Caltrans, APCD, and the Santa Barbara Metropolitan Transit District.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.
 

1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Transportation Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Approve the minutes of July 1, 2004.
4. RESOLUTION OF APPRECIATION
 

Adopt a resolution of appreciation for former TTAC voting member Dr. Ron Tan of APCD.

   
5. FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
 

Review and discuss the preparation of an "Interim FTIP" and confirm potential impacts to non-exempt projects.

   
6. TRAVEL MODEL
  Review results of changes to travel model forecasts.
   
7. MEASURE D LOCAL ALLOCATIONS
 

Review options for annual apportionment of Measure D Local Allocations and provide direction.

   
8. FY 2003-2004 LTF YEAR-END BALANCE APPORTIONMENTS
  Approve the FY 2003-04 LTF Year-End Balance Apportionments.
   
9. REGIONAL BIKEWAY PLAN
 

Receive a status report on the update of the Regional Bikeway Plan and review the recent request for information sent by SBCAG staff to local agencies.  (No staff report.)

   
10. STATE TRANSPORTATION IMPROVEMENT PROGRAM
  A. 

Recommend approval of a STIP amendment to add the Hollister (Cathedral Oaks)/Highway 101 Interchange Project in the city of Goleta to the 2004 STIP and reprogram $1.2 million from the Ekwill Street-Fowler Road Extension Project to the Cathedral Oaks Project.

  B. Receive a report on the CTC staff's recommendation for the 2004 STIP.
     
11. INDIRECT SOURCE REVIEW
  Receive a presentation and review the draft Indirect Source Review policy proposed as part of APCD Clean Air Plan to address State Clean Air Act Standards.
   
12. CONGESTION MANAGEMENT PROGRAM
  Review CMP data submittal status.
