The Technical Planning Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TPAC members include staff representatives of each city, the county, and APCD.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Planning Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Consider approval of TPAC Minutes from meeting of December 2, 2010.
   
4. ORGANIZATIONAL ASSESSMENT FOLLOW-UP
  Review board adopted implementation actions pertaining to TPAC and provide recommendations to the board.
     
  A.

 Discuss and recommend revisions to TPAC by-laws. 

     
  B. Recommend members to be a part of an ad hoc committee of TTAC and TPAC to improve communication and flow of agenda items.
     
  C.  Receive report on process for providing agenda materials one week prior to TTAC meetings.
     
5. SBCAG LAND USE MODEL OPTIONS
  Recommend that SBCAG acquire and develop UPlan as the Land Use Allocation Model and Community Viz as the Scenario Planning Model for use in the Allocation of the Regional Growth Forecast and use in the development of the Sustainable Community Strategy under SB375.
   
6. SBCAG REGIONAL GROWTH FORECAST UPDATE ISSUES AND SCHEDULE
  Review and comment on issues/timeline related to the update of the Regional Growth Forecast: 2010-2040.
   
7.

MPO HCD WORKING GROUP UPDATE, REQUIREMENTS FOR SUSTAINABLE COMMUNITIES STRATEGY PER SB 375 AND SB 575

  Review and discuss issues related to requirements for a Sustainable Communities Strategy that are contained in SB 375 and SB 575, particularly those that are related to the preparation of the Regional Growth Forecast and Regional Housing Needs Assessment.

  A. Review of relevant SBCAG Board actions.
   
  B. Reminder to submit land use data for SBCAG’s Congestion Management Program
   
  C. Local agency updates
