The Technical Planning Advisory Committee is an advisory body to the Santa Barbara County Association of Governments.  TPAC members include staff representatives of each city, the county, and APCD.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

1.     CALL TO ORDER AND INTRODUCTIONS
   
2. PUBLIC COMMENT
 

The public may address the Technical Planning Advisory Committee on any subject within the jurisdiction of the committee that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than five minutes. 

   
3. MINUTES
  Consider approval of TPAC Minutes from meeting of October 7, 2010.
   
4. SBCAG ORGANIZATIONAL ASSESSMENT
  Receive presentation on draft SBCAG Organizational Assessment by Management Partners and provide comments.
   
5. U.S. CENSUS, 2010 AREA DELINEATIONS
  Recommend approval of letter to Census Bureau on proposed changes to census geography including urbanized area boundaries.
   
6. CONGESTION MANAGEMENT PROGRAM
  Receive summary of land use data provided by local governments to SBCAG per the requirements of the Congestion Management Program (continued from October meeting).
   
7. SB-375: SUSTAINABLE COMMUNITY STRATEGY
  Review multi-year schedule of events for development of SCS, RTP, and RHNA.
   
8. ANNOUNCEMENTS
  A. Notice of Federal HUD Sustainable Planning Grant Awards and EPA Technical Assistance Awards
