The South Coast Subregional Planning Committee is a Board subcommittee of the Santa Barbara County Association of Governments.
IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION
The California State Legislature recently passed, and the Governor signed, Assembly Bill 361 (Rivas, 2021), which amends the Government Code to allow Brown Act bodies to continue to meet remotely if certain elements are met. The SBCAG Board of Directors will meet in a hybrid model with some Board members participating via teleconference and some in-person to meet the social distancing recommendation. Members of the public may observe and address the Board as shown below:

The following alternative methods of participation are available to the public:

2. Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:

Members of the public wishing to be called on for public comment should click on the “Raise Hand” button on zoom when the item they wish to speak on has begun. When the chair calls for public comment, the clerk will announce you and will unmute your microphone. Comments from the public are limited to 3 minutes per speaker. The public will not be able to share their video or screen.

ii. Telephone: Individuals wishing to give public comment via phone are asked to call the number below at least 10 minutes prior to the start of the meeting at 1:20 p.m.. 3. Distribution to the South Coast Subregional Planning Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Tuesday, December 7, 2021, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Tuesday, December 7, 2021. Your comment will be placed into the record and distributed appropriately.

The South Coast Subregional Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Committee Clerk to all or a majority of the members of South Coast Subregional Committee less than 72 hours prior to that meeting are available for inspection by contacting SBCAG by email or via the Internet at: http://meetings.sbcag.org/boardcmeetings.html.

2. RECONSIDER THE CIRCUMSTANCES OF THE COVID-19 STATE OF EMERGENCY
Recommended action:
A. Reconsider the circumstances of the COVID-19 state of emergency;
B. Consider whether state or local officials continue to impose or recommend measures to promote social distancing;
C. Find that the SBCAG Board has reconsidered the circumstances of the state of emergency, and that State or local officials continue to impose or recommend measures to promote social distancing; and
D. Direct Staff to continue to notice and hold hearings as remote hearings consistent with Government Code § 54953(e)(3).
3.PUBLIC COMMENT
The public may address the Committee on any matter within the jurisdiction of the Committee that is not included as part of this agenda.
4. MEETING SUMMARY
Recommended Action:
Approve meeting summary of the September 8, 2021 meeting of the South Coast Subregional Planning Committee.
5. ELECTIONS
Recommended action:
Nominate and elect a Chair and Vice Chair for 2022.
6. 2022 MEETING SCHEDULE
Recommended action:
Approve the 2022 meeting schedule.
7. HIGHWAY 101 RESERVE FUNDING: RINCON TRAIL
Recommended Action:
A. Receive update on Rincon Multi-Use Trail Project.
B. Receive information on the request by the City of Carpinteria for additional funds to cover pre-construction and construction costs for the Rincon Multi-Use Trail Project.
