IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION
Based on guidance from the California Department of Public Health and the California Governor's Stay at Home Executive Order N-33-20, issued on March 19, 2020 to protect the health and well-being of all Californian’s and to establish consistency across the state in order to slow the spread of COVID-19, SBCAG advisory committees will no longer provide in-person participation.
Santa Barbara County Association of Governments established
alternative methods of participation for the advisory committees,
pursuant to the California Governor’s Executive Order N-29-20, issued on
March 19, 2020, which states: Providing an opportunity to “observe and
address the meeting telephonically or otherwise electronically,” alone,
meets the participation requirement; and “Such a body need not make
available any physical location from which members of the public may
observe the meeting and offer public comment.”

The public may address the Committee on any matter within the jurisdiction of the Committee that is not included as part of this agenda.

CENSUS 2020 COMPLETE COUNT COMMITTEE|
Receive a wrap-up report of the Census 2020 Complete Count in Santa Barbara County.

OLIVE MILL AND SAN YSIDRO ROUNDABOUTS|
A. Receive an update on progress related to the Olive Mill and San Ysidro Roundabouts and anticipated schedule for implementation.
B. Recommend that the SBCAG board authorize the Chair to execute an agreement with the firm Mark Thomas and Company for PS&E and RW services who was recommended for selection following a solicitation for proposals.
C. Recommend that the SBCAG board authorize the Chair to execute into a Memorandum of Understanding with the City of Santa Barbara and the County of Santa Barbara for the Plans, Specifications and Estimate PS&E) and Right of Way (RW) phases of the project.
D. Recommend that the SBCAG board authorize the Chair to execute a cooperative agreement with Caltrans for the PS&E and RW phases and to coordinate on the pre- construction with Caltrans’ Construction Manager General Contractor (CMGC) for the 101 corridor.
DISTRIBUTION OF LOW CARBON TRANSIT OPERATIONS PROGRAM AND STATE OF GOOD
REPAIR TRANSIT FUNDING|
Recommend approval of new distribution formula of regional transit funding from the Low Carbon Transit Operations Program and State of Good Repair Program.
CENSUS AND FUNDING IMPACTS|
Review and discuss the US Census Bureau’s proposed changes to the definition of Urbanized Areas and the potential effects to programs that rely on the definition.

MEASURE A SAFE ROUTES TO SCHOOL, BICYCLE AND PEDESTRIAN AMENDMENT|
A. Recommend the Board amend the Measure A South Coast Regional Bicycle & Pedestrian and Safe Routes to School Programs Cycle 3 cooperative agreement for the City of Goleta to extend the Timely Use of Funds deadline for an approved project.
B. Recommend the Board amend the Measure A South Coast Regional Bicycle & Pedestrian and Safe Routes to School Programs Cycle 4 cooperative agreement for the City of Goleta to extend Timely Use of Funds deadlines for approved projects.
