The South Coast Subregional Planning Committee is a Board subcommittee of the Santa Barbara County Association of Governments.

 Persons may address the South Coast Subregional Planning Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The South Coast Subregional Planning Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of the South Coast Subregional Planning Committee  Board less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the Internet at: http://www.sbcag.org/meetings.html

3. MEETING SUMMARY
Recommended Action:
Approve meeting summary of the September 11, 2019 meeting of the South Coast Subregional Planning Committee.
4. CENSUS 2020
Recommended action:
Receive and file update from the County of Santa Barbara on the Census 2020 complete count effort.
 
5. SUPPORT FOR FEDERAL AMENDMENT TO SMALL TRANSIT-INTENSIVE CITIES (STIC) LEGISLATION
Recommended action:
A.  Receive and file a presentation from SBMTD on funding impacts from the Urbanized Area (UZA) Formula Program for Small Transit-Intensive Cities (STIC), related to an anticipated population reclassification following the Census in 2020.

B.  Approve recommendation to SBCAG Board of Directors to authorize coordination with Thomas Walters & Associates, Inc., Federal Lobbyist, and SBMTD on a proposed addition to STIC legislation that would eliminate or mitigate the loss of funding for small cities that exceed the formula’s population threshold following a decennial Census.
6. UPDATE FROM SANTA BARBARA METROPOLITAN TRANSIT DISTRICT ON RECENT SERVICE ACTIVITIES
Recommended action:
Receive and file a presentation from Santa Barbara Metropolitan Transit District on general service updates and future micro-transit service.
