The South Coast Subregional Planning Committee is a Board subcommittee of the Santa Barbara County Association of Governments.

 Persons may address the South Coast Subregional Planning Committee on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The South Coast Subregional Planning Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of the South Coast Subregional Planning Committee  Board less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the Internet at: http://www.sbcag.org/meetings.html

3. MEETING SUMMARY
Recommended Action:
Approve meeting summary of the October 10, 2018 meeting of the South Coast Subregional Planning Committee.
4. RINCON TRAIL MULTI-PURPOSE PATH
Recommended action:
A.  Receive an update on the Rincon Trail Multi-Purpose Path in the City of Carpinteria and County of Santa Barbara.

B.  Recommend adoption of a resolution by the SBCAG board to amend the FY 2018-19 Overall Work Program (OWP) and Budget to reflect the usage of Regional Surface Transportation Program (RSTP) Highway 101 reserve funds for the Rincon Multi-Use Trail Project.

C.  Recommend to the SBCAG board that Executive Director, Marjie Kirn, can approve and authorize to execute these amendments to the OWP and Budget.

D.  Recommend approval by SBCAG board of Amendment No. 1 to the Memorandum of Understanding (MOU) with the City of Carpinteria to add $250,000 in Regional Surface Transportation Program (RSTP) funds for the environmental, detailed design, right of way, utility and railroad coordination phases of the Rincon Multi-Use Trail project.
5. AIRPORT LAND USE COMPATIBILITY PLAN UPDATE
Recommended action:
Receive status update regarding the on-going Airport Land Use Compatibility Plan update and environmental review.
6. COMMITTEE CHAIR/VICE-CHAIR FOR 2019
Recommended action:
Elect committee chair and vice-chair for 2019.
