The South Coast Subregional Planning Committee (SCSPC) is a Board subcommittee of the Santa Barbara County Association of Governments.

  The public may address the Committee on any matter within the jurisdiction of the Committee that is not included as part of this agenda.
   
3. MEETING SUMMARY
 

Approve meeting summary of the October 6, 2010 meeting of the South Coast Subregional Planning Committee.

   
4. PASSENGER RAIL UPDATE
  Receive report on efforts to improve passenger rail service:
  A. Federal PRIIA grant awards for Seacliff siding (environmental/design) and LOSSAN North Corridor (environmental document/service development plan)
   
  B. LOSSAN Board meeting – October 27
   
5. U.S. 101 HOV LANE WIDENING: MUSSEL SHOALS TO CARPINTERIA CREEK
  Recommend board approval of a cooperative agreement with Caltrans for SBCAG to provide traffic management plan services during construction of the project, funded by proposition 1B.
   
6. 101 OPERATIONAL IMPROVEMENTS PROJECT
  Receive report on status of construction project and proposed changes:
  A. Request by Montecito Association to accelerate construction of third northbound lane between Cabrillo Blvd. on-ramp and Salinas St. off ramp
   
  B. Revised pedestrian access under UPRR bridge on Cabrillo Blvd. near U.S. 101
   
7. ROUTE 154 TRUCK SAFETY
  Discuss board direction from October 21, 2010 meeting and next steps for ad-hoc 154 Truck Safety Committee comprised of members Farr, Wolf, Aceves and Pointer.
   
8. 101 CORRIDOR SYSTEM MANAGEMENT PLAN (CSMP)
  Recommend SBCAG board receive and file Caltrans U.S. 101 Corridor System Management Plan, Santa Barbara to Ventura.
