The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the  Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in-person or through one of the participation options below.

                                             IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

Per Executive Order N-08-21, issued June 11, 2021, some prior Executive Orders related to COVID-19 still remain necessary to help California respond to, recover from, and mitigate the impacts of the COVID-19 pandemic. Consistent with Executive Order N-08-21, the Santa Barbara County Association of Governments will meet via teleconferencing. Members of the public may observe and address the Board as shown below including in-person:

Please note the information above is for observation ONLY. If you wish or anticipate a desire to speak during the SBCAG Board of Directors meeting, please select a public participation option listed below.

2. In-person Santa Barbara Location. Persons may address the SBCAG Board in-person on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. If you attend the Board meeting in-person, you will be required to wear a face covering/mask at all times regardless of vaccination status per County Health Officer Order No. 2021-10.3. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The SBCAG Board may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of the SBCAG Board less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the Internet at: http://www.sbcag.org/meetings.html. 

3. In-Person Santa Maria Remote Testimony. You may make a general public comment in-person by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 511 E. Lakeside Parkway, Santa Maria, CA. If you attend the Board meeting in-person, you will be required to wear a face covering/mask at all times regardless of vaccination status per County Health Officer Order No. 2021-10.3.

Members of the public wishing to be called on for public comment should click on the “Raise Hand” button on zoom when the item they wish to speak on has begun. 6. Distribution to the SBCAG Board. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, September 15, 2021, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, September 15, 2021. Your comment will be placed into the record and distributed appropriately.

5. APPROVAL OF CONSENT CALENDAR

A.  APPROVAL OF MINUTES
Recommended Action:
Approve the minutes from the August 19, 2021 Board of Directors meeting.
B.  STATE OF GOOD REPAIR PROGRAM PROJECT LIST APPROVAL
Recommended Action:
Adopt Resolution 21-31 approving the Fiscal Year 21/22 State of Good Repair project list for submittal to the California Department of Transportation.
 C.  AMENDMENT 4 TO THE FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
Adopt Resolution 21-32 amending the 2021 Federal Transportation Improvement Program through Formal Amendment No. 4 to update State Highway Operations & Protection Program (SHOPP) funding for Grouped Project Listings, to change the project description and add funding to two Individually Listed projects, and to add one new project.
 D. SANTA CLAUS LANE BIKEWAY: MNS CONTRACT AMENDMENT
Recommended Action:
Approve and authorize the Chair to execute Amendment No. 1 to the Agreement with MNS Engineers for services related to providing design, right of way, permitting and other services related to the Santa Claus Lane Bikeway Project with an increase of $280,000 for a revised total amount not to exceed $1,083,100 without a change in the period of performance ending June 30, 2023.

 E. HIGHWAY 101: CARPINTERIA: WSP CONTRACT AMENDMENT
Recommended Action:
Approve and authorize the Chair to execute Amendment No. 5 to the agreement with WSP for services related to providing web support, graphics, and video/photography for construction of Highway 101: Carpinteria (4A) with an increase of $60,000 for a revised total amount not to exceed $845,000 without a change in the period of performance ending June 30, 2023.

 F.  HIGHWAY 101: PADARO TO SANTA BARBARA: WSP CONTRACT AMENDMENT
Recommended Action:
Approve and authorize the Chair to execute Amendment No. 6 to the agreement with WSP for services related to providing web support, graphics, and video/photography for pre-construction and construction for Highway 101: 4B to 4E with an increase of $280,000 for a revised total amount not to exceed $1,125,000 without a change in the period of performance ending June 30, 2023.

 G.  FTA 5307 SUBRECIPIENT AGREEMENT AMENDMENT
Recommended Action:
Approve, ratify, and authorize the Chair to execute Amendment 1 to the Agreement with Santa Barbara MTD to allow SBCAG to receive $400,000 in FTA Coronavirus Response and Relief Supplemental Appropriations Act funding to support the Clean Air Express service. Amendment 1 adds federal requirements without a change to the funding amount or to the period of performance from April 1, 2021 to June 30, 2024. The Agreement includes 3 one-year options to extend the agreement to June 30, 2027.
REVIEW/DISCUSSION/ACTION ACTIONS  
6. MEASURE A CITIZENS OVERSIGHT COMMITTEE
Recommended Action:
A. Review the recommended nominees of the ad-hoc committee of the SBCAG Board of Directors to appoint Carson Link to fill an “At-Large” member vacancy on the Measure A Citizens Oversight Committee to a four-year term beginning September 2021 to September 2025.

B. Review the recommended nominees of the North County Subregional committee to appoint Mark Funkhouser and Eric Melsheimer to fill two, “North County” member vacancies on the Measure A Citizens Oversight Committee to a four-year term beginning September 2021 to September 2025.
7. 2022 UNMET TRANSIT NEEDS DIRECTION
Recommended Action:
A. Direct SBCAG staff to carry out the 2022 Unmet Transit Needs Process consistent with the expectation that no associated Transportation Development Act (TDA) funding will be allocated for non-transit purposes, such as for streets and roads, OR

B. Direct SBCAG staff to carry out the 2022 Unmet Transit Needs Process consistent with the expectation that TDA funding may be allocated for non-transit purposes, such as for streets and roads.
8.ONE MINUTE REPORTS
Board Members and Alternates are invited to provide updates on the activities in their districts/cities.
9.EXECUTIVE DIRECTOR’S REPORT General Update
The Executive Director will report on activities and achievements of SBCAG staff, SBCAG job openings, upcoming events of interest to the Board of Directors and the public, and general status of SBCAG major projects.
10. CALTRANS DISTRICT DIRECTOR’S REPORT General Update
The District Director will report on Caltrans projects and repairs throughout the state, including Caltrans staff, projects and repairs in Santa Barbara County such as state highways, intersections and bridges, and provide any available updates on Highway 101.
