The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the  Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

                                               IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

 Based on guidance from the California Department of Public Health and the California Governor's Stay at Home Executive Order    N-33-20, issued on March 19, 2020, to protect the health and well-being of all Californian’s and to establish consistency across the   state in order to slow the spread of COVID-19, SBCAG Board of Directors meetings will temporarily no longer provide in-person participation.
 
Santa Barbara County Association of Governments established alternative methods of participation for the advisory committees, pursuant to the California Governor’s Executive Order N-29-20, issued on March 19, 2020, which states:

Providing an opportunity to“observe and address the meeting telephonically or otherwise electronically,” alone, meets the participation requirement; and
 “Such a body need not make available any physical location from which members of the public may observe the meeting and offer public comment.”

The following alternative methods of participation are available to the public: 

1.  Observe the SBCAG Board meeting Live: you may observe the live stream of the SBCAG Board of Directors meeting in the following ways:
Televised on local cable channel 20; or
Online at:<http://www.countyofsb.org/ceo/csbtv/livestream.sbc>; and
YouTube at: <https://www.youtube.com/user/CSBTV20>

Please note the information above is for observation ONLY. If you wish or anticipate a desire to speak during the SBCAG Board of Directors meeting, please select a public participation option listed below.

2.  Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:

Distribution to the SBCAG Board. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, October 14, 2020, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, October 14, 2020. Your comment will be placed into the record and distributed appropriately.

Read into the record at the meeting. Submit comments of 250 words, or less, via email to info@sbcag.org prior to 5:00 p.m. on Wednesday, October 14, 2020, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, October 14, 2020. Please state in your email, or mail, that you would like this "read into the record." Every effort will be made to read your comment into the record, but some comments may not be read due to time limitations. Comments timely received on an agenda item will be placed into the record and distributed accordingly.

A.  APPROVAL OF MINUTES
Recommended Action:
Approve the minutes from the September 17, 2020 Board of Directors meeting.
B.  MEASURE A CITIZENS OVERSIGHT COMMITTEE
Recommended Action:
Appoint the recommended nominees who the North County Subregional Committee (Committee) recommends at the Committee’s meeting on October 14, 2020, to fill the vacancies of two North County member positions on the Measure A Citizens Oversight Committee to serve the remainder of four-year terms that end on September 2023.

 C.  MEASURE A CITY OF CARPINTERIA CIRCULATION IMPROVEMENTS PROJECT
Recommended Action:
Approve, ratify, and authorize the Chair to execute a First Amendment to the Measure A City of Carpinteria Circulation Improvements Cooperative Agreement to add a new project, Rincon Trail, for an additional $156,865 for a total amount not to exceed $483,295 with a period of performance from April 16, 2020 through August 31, 2023.

 D.  MEASURE A SOUTH COAST SAFE ROUTES TO SCHOOL, BICYCLE AND PEDESTRIAN PROGRAM
Recommended Action:
 Approve and authorize the Chair to execute a Fourth Amendment to the Measure A South Coast Safe Routes to School, Bicycle and Pedestrian Program Cycle 3 Cooperative Agreement with City of Goleta for a project description change to the Rectangular Rapid Flashing Beacon Improvements at School Crosswalks without a change to the timely use of funds deadline of December 30, 2021 of the Measure A funding of $316,888.

 E.  AMENDMENT 20 TO THE FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
Adopt Resolution 20-23 amending the 2019 Federal Transportation Improvement Program through Formal Amendment No. 20 to program recently adopted CARES Act Federal Transit Administration (FTA) Section 5311 non-urbanized area transit capital funds in Santa Barbara County.

 F.  SANTA MARIA AREA TRANSIT AND SBCAG TRANSIT OPERATOR AGREEMENT
Recommended Action:
Approve, ratify, and authorize the Chair to execute a Memorandum of Understanding with the City of Santa Maria, in its capacity as the Santa Maria Area Transit to define the roles and responsibilities associated with transit planning and programming for the term of September 17, 2020 through September 30, 2025.

 G.  FY 2020-21 LOCAL TRANSPORTATION FUND (LTF) ALLOCATIONS- REVISED
Recommended Action:
Adopt Resolution 20-24 allocating a revised estimate of Local Transportation Funds to eligible claimants for FY 2020-21 in the amount of $18,630,00.
 H.  HIGHWAY 101: CARPINTERIA TO SANTA BARBARA – SEGMENTS 4B TO 4E
Recommended Action:
Approve, ratify, and authorize the Chair to execute Amendment No. 5 to the Agreement with Galvin Preservation Associates (GPA) for coastal development and environmental support services for the Highway 101: Carpinteria to Santa Barbara Project Segment 4B to 4E increase the cost by $250,000 for a total amount not to exceed $900,000 with a period of performance from August 15, 2015 through December 31, 2022.

 I.  SANTA BARBARA TRANSIT ADVISORY COMMITTEE (SBCTAC) MEMBERSHIP APPOINTMENTS
Recommended Action:
Appoint Petra Löwen, Lee Diaz, and Vilma Contreras to new three-year SBCTAC membership terms.
 J.  HIGHWAY 101: SUMMERLAND (SEGMENT 4C)
Recommended Action:
Approve and authorize the Chair to execute Amendment No. 2 to the Cooperative Agreement (05-0355) with Caltrans for the construction phase of the Highway 101: Carpinteria to Santa Barbara Project - Segment 4C to decrease the total amount by $533,000, for a revised total of $132,071,000, which includes an additional contribution of $1,311 from Measure A. The Board must approve additional contributions of Measure A funds for this Segment, if required.

5. MEASURE A STRATEGIC PLAN
Recommended Action:

A. Receive a presentation on the Draft Measure A Strategic Plan and provide feedback to SBCAG staff;

B. Approve the Introduction (first reading) of an Ordinance to amend the Measure A Investment Plan for the South Coast Transit Capital program description in the Santa Barbara County Road Repair, Traffic Relief and Transportation Safety Measure;

C. Read the title of the Ordinance into the record and waive full reading of the Ordinance;

D. Continue the hearing to the Consent Calendar of November 19, 2020 to consider recommendations; and

E. On November 19, 2020, consider and approve the adoption (second reading) of an Ordinance an Ordinance to amend the Measure A Investment Plan for the South Coast Transit Capital program description in the Santa Barbara County Road Repair, Traffic Relief and Transportation Safety Measure.

6.ONE MINUTE REPORTS
Board Members and Alternates are invited to provide updates on the activities in their districts/cities.
7.EXECUTIVE DIRECTOR’S REPORT General Update
The Executive Director will report on activities and achievements of SBCAG staff, SBCAG job openings, upcoming events of interest to the Board of Directors and the public, and general status of SBCAG major projects.
8 CALTRANS DISTRICT DIRECTOR’S REPORT General Update
The District Director will report on Caltrans projects and repairs throughout the state, including Caltrans staff, projects and repairs in Santa Barbara County such as state highways, intersections and bridges, and provide any available updates on Highway 101.
