The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the  Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

                                               IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

 Based on guidance from the California Department of Public Health and the California Governor's Stay at Home Executive Order    N-33-20, issued on March 19, 2020, to protect the health and well-being of all Californian’s and to establish consistency across the   state in order to slow the spread of COVID-19, SBCAG Board of Directors meetings will temporarily no longer provide in-person participation.
 
Santa Barbara County Association of Governments established alternative methods of participation for the advisory committees, pursuant to the California Governor’s Executive Order N-29-20, issued on March 17, 2020, which states:

Providing an opportunity to“observe and address the meeting telephonically or otherwise electronically,” alone, meets the participation requirement; and
 “Such a body need not make available any physical location from which members of the public may observe the meeting and offer public comment.”

The following alternative methods of participation are available to the public: 

1.  Watch the SBCAG Board meeting Live: you may observe the live stream of the SBCAG Board of Directors meeting in the following ways:
Televised on local cable channel 20; or

Please note the information above is for observation ONLY. If you wish or anticipate a desire to speak during the SBCAG Board of Directors meeting, please select a public participation option listed below.

2.  Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:

Distribution to the SBCAG Board. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, July 15, 2020, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, July 15, 2020. Your comment will be placed into the record and distributed appropriately.

Read into the record at the meeting. Submit comments of 250 words, or less, via email to info@sbcag.org prior to 5:00 p.m. on Wednesday, July 15, 2020, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, July 15, 2020. Please state in your email, or mail, that you would like this "read into the record." Every effort will be made to read your comment into the record, but some comments may not be read due to time limitations. Comments timely received on an agenda item will be placed into the record and distributed accordingly.

4. APPROVAL OF CONSENT CALENDAR
Approve by roll call vote on one motion:
A.  APPROVAL OF MINUTES
Recommended Action:
Approve the minutes from the June 18, 2020 Board of Directors meeting.
B.  HIGHWAY 166:  BLACK ROAD IMPROVEMENTS
Recommended Action:
Approve and authorize the Chair to execute Amendment No. 1 to the Cooperative Agreement (05-0344) with Caltrans for the construction phase of the Highway 166 Black Road Intersection Improvements Project (Traffic Signal) to require SBCAG to perform source inspections and to fund cost for state furnished materials which reduces the total amount by $17,000 to $1,251,000 entirely funded from Measure A.

Amendment No. 1 to Cooperative Agreement (05-0344) with Caltrans
C.  MEASURE A NORTH COUNTY SAFE ROUTES TO SCHOOL, BICYCLE AND PEDESTRIAN PROGRAM
Recommended Action:
Approve and authorize the Chair to execute a Cooperative Agreement with the City of Solvang for Cycle 3 of the North County Measure A Safe Routes to School, Bicycle and Pedestrian and Program to provide $102,023 in Measure A funding for Solvang’s School Sidewalk Project with a timely use of funds deadline of June 30, 2022.

D.  HIGHWAY 101:  SUMMERLAND (SEGMENT 4C)
Recommended Action:
1.  Adopt Resolution 20-17 authorizing the Executive Director to execute purchase agreements and certificates of acceptance for noise easements with the property owners, whose property has been identified as a “severe” receptor for noise generated from being in the proximity of Highway 101. Per Caltrans’ Agreement 05-0345, SBCAG is the implementing agency for right of way which includes land acquisitions. Total compensation for these agreements in aggregate shall not exceed $200,000. Final agreements to be reviewed and approved by legal counsel.

 2.  Approve and authorize the Chair to execute Amendment No. 1 to the Cooperative Agreement (05-0355) with Caltrans for the construction phase of the Highway 101: Carpinteria to Santa Barbara Project - Segment 4C to increase the total amount by $5,837,000, including SBCAG’s contribution of $2,320,000, for a revised total of $133,044,000 based on final agreed price with contractor. The Board must approve additional contributions of Measure A funds for this Segment, if required.

 E.  REGIONAL TRANSPORTATION PLAN AND SUSTAINABLE COMMUNITIES STRATEGY ENVIRONMENTAL REVIEW CONSULTANT CONTRACT   
Recommended Action:  
1. 
Approve and authorize the Chair to execute an Agreement with Rincon Consultants, Inc. to prepare an Environmental Impact Report (EIR) for the update of the Regional Transportation Plan and Sustainable Communities Strategy, as well as for assistance in setting a regional transportation impact threshold consistent with the requirements with SB 743 (2013) for an amount not to exceed $149,950 with a period of performance from July 16, 2020 through August 31, 2021; and

2.  Approve and authorize the Executive Director to make immaterial amendments in accordance with Section 25 of the Agreement.

U.S. CONGRESSMAN SALUD CARBAJAL FEDERAL LEGISLATIVE UPDATE (No Staff Report) 
Recommended Action:

Receive presentation from U.S. Congressman Salud Carbajal, Vice Chair of the House Committee on Transportation and Infrastructure, on recent federal legislative action regarding transportation infrastructure including the reauthorization of the surface transportation bill – Investing in a New Vision for the Environment and Surface Transportation in America Act (H.R.2).
6. STATE LEGISLATIVE UPDATE (No Staff Report)
Recommended Action:
Receive a presentation on a State legislative update.
7. 2018 TRANSIT AND INTERCITY RAIL CAPITAL PROGRAM (TIRCP) COASTAL EXPRESS EXPANSION GRANT
Recommended Action:
Receive an update on the use of SBCAG TIRCP grant funds to develop a regional transit facility to support the Clean Air Express service and the Coastal Express Expansion zero-emission bus project and authorize staff to conduct customary due diligence on any appropriate parcels.
8. REGIONAL HOUSING NEEDS ALLOCATION PRIMER
Recommended Action:
Receive a presentation on the Regional Housing Needs Allocation (RHNA) process, including a discussion of decisions the SBCAG Board of Directors will be required to make during future meetings. 
9. FEDERAL HIGHWAY ADMINISTRATION/FEDERAL TRANSIT ADMINISTRATION QUADRENNIAL REVIEW- (No Staff Report)
Recommended Action:
Receive a short overview of the Federal Quadrennial Review Process from Antonio Johnson, Federal Highway Administration.
10.ONE MINUTE REPORTS
Board Members and Alternates are invited to provide updates on the activities in their districts/cities.
11.EXECUTIVE DIRECTOR’S REPORT General Update
The Executive Director will report on activities and achievements of SBCAG staff, SBCAG job openings, upcoming events of interest to the Board of Directors and the public, and general status of SBCAG major projects.
12. CALTRANS DISTRICT DIRECTOR’S REPORT General Update
The District Director will report on Caltrans projects and repairs throughout the state, including Caltrans staff, projects and repairs in Santa Barbara County such as state highways, intersections and bridges, and provide any available updates on Highway 101.
