  The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the  Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

                                               IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

 Based on guidance from the California Department of Public Health and the California Governor's Stay at Home Executive Order    N-33-20, issued on March 19, 2020, to protect the health and well-being of all Californian’s and to establish consistency across the   state in order to slow the spread of COVID-19, SBCAG advisory committees will temporarily no longer provide in-person participation.
 
Santa Barbara County Association of Governments established alternative methods of participation for the advisory committees, pursuant to the California Governor’s Executive Order N-29-20, issued on March 17, 2020, which states:

Providing an opportunity to“observe and address the meeting telephonically or otherwise electronically,” alone, meets the participation requirement; and
 “Such a body need not make available any physical location from which members of the public may observe the meeting and offer public comment.”

The following alternative methods of participation are available to the public: 

1.  Watch the SBCAG Board meeting Live: you may observe the live stream of the SBCAG Board of Directors meeting in the following ways:

2.  Public Participation: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:

Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Wednesday, June 17, 2020, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Wednesday, June 17, 2020. Your comment will be placed into the record and distributed appropriately.

Read into the record at the meeting. 4. APPROVAL OF CONSENT CALENDAR

A.  APPROVAL OF MINUTES
Recommended Action:
Approve the minutes from the May 21, 2020 Board of Directors meeting.
B.  HIGHWAY 166: SAFETY AND OPERATIONS IMPROVEMENTS
Recommended Action:
1.  Approve and authorize the Chair to execute Amendment No. 2 to the Agreement with Psomas to complete detailed design, permitting, right of way and utilities phases of the Highway 166/Black Road Intersection Project to increase costs by $100,000 for a total amount not to exceed $482,000 and to extend the term for two years for a total performance period of November 24, 2017 through December 31, 2022.

2.  Approve, and authorize the Chair to execute Amendment No. 3 with COM3 Consulting for project management assistance for Highway 166/Black Road and the Hwy 166/Hwy 1 projects to increase costs by $20,000 for a total amount not to exceed $145,000 and to extend the term for two years for a total performance period of November 30, 2015 through June 30, 2022.

C.  REGIONAL EARLY ACTION PLANNING GRANTS DISTRIBUTION FORMULA 
Recommended Action:
Approve an allocation formula for Regional Early Action Planning Grants consisting of a base allocation of $100,000 to each jurisdiction and application of a formula based on 5th Cycle of Regional Housing Needs Allocation assignments for remaining funds.
 D.  REGIONAL HOUSING NEEDS SUPPLEMENTARY REPORT
Recommended Action:
Receive and file the SBCAG Regional Housing Needs (RHNA) Supplemental Report which is a collection of data to be used in the forthcoming 6th RHNA Cycle process.

 E.  PERFORMANCE BASED SALARY ADJUSTMENT FOR THE EXECUTIVE DIRECTOR   
Recommended Action:  
1.  Approve a 3% performance based salary increase as required under Section 5 of the Agreement of Employment between Santa Barbara County Association of Governments and Marjie C. Kirn, Executive Director for exceptional performance; and
2.  Receive a summary report for the final action regarding the salary of the Executive Director in accordance with Government Code section 54953(c)(3).

 F.  MEASURE A NORTH COUNTY SAFE ROUTES TO SCHOOL, BICYCLE AND PEDESTRIAN PROGRAM
 Recommended Action:
Approve and authorize the Chair to execute a Second Amendment to the Measure A North County Safe Routes to School, Bicycle and Pedestrian Program Cycle 2 Cooperative Agreement with the City of Lompoc to extend the Timely Use of Funds deadline for 6 months to December 30, 2020 for the Hickory Avenue Sidewalk Infill project and find that unforeseen and extraordinary circumstances beyond the control of the City of Lompoc have occurred that justifies the extension.

 G.  MEMORANDUM OF UNDERSTANDING FOR CENTRAL COAST COALITION
Recommended Action:
Approve and authorize the Chair to execute a Memorandum of Understanding with the Association of Monterey Bay Area Governments, the Council of San Benito County Governments, the Transportation Agency for Monterey County, the San Luis Obispo Council of Governments, and the Santa Cruz County Regional Transportation Commission to continue Central Coast Coalition efforts for a period of five years expiring on June 30, 2025.

 H.  MEASURE A PROGRAM OF PROJECTS
Recommended Action:
1.  Adopt the Measure A Program of Projects for Fiscal Years 2020/21 to 2024/25; and

2.  Adopt Resolution 20-13 allocating $36,144,391 in Measure A funds to eligible claimants for FY 2020/21.

 I.  AMENDMENT TO THE 2019 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Recommended Action:
Adopt Resolution 20-14 amending the 2019 Federal Transportation Improvement Program through Formal Amendment No. 16 to move demonstration (Demo) funds into the current FTIP period for one individually listed County of Santa Barbara project (Reconstruct segments of Hollister Avenue - Phase 1), and to program 2020 State Highway Operation and Protection Program (SHOPP) projects.

 J.  MEASURE A SOUTH COAST SAFE ROUTES TO SCHOOL, BICYCLE AND PEDESTRIAN PROGRAM
 Recommended Action:
1.  Approve and authorize the Chair to execute a Second Amendment to the Measure A South Coast Safe Routes to School, Bicycle and Pedestrian Program Cycle 3 Cooperative Agreement with the City of Santa Barbara to extend the Timely Use of Funds deadline for 18 months to December 30, 2021 for the for the Green Lane Route Intersection Markings for New Bicycle Master Plan Spine Connections construction project and find that unforeseen and extraordinary circumstances beyond the control of the City of Santa Barbara have occurred that justifies the extension; and

2.  Approve and authorize the Chair to execute a Second Amendment to the Measure A South Coast Safe Routes to School, Bicycle and Pedestrian Program Cycle 3 Cooperative Agreement with City of Goleta to extend the Timely Use of Funds deadline for 18 months to December 30, 2021 for construction of the Rectangular Rapid Flashing Beacon Improvements at School Crosswalks and find that unforeseen and extraordinary circumstances beyond the control of the City of Goleta have occurred that justifies the extension.

Recommended Action:
1.  Approve and authorize the Chair to execute Amendment No. 4 to the Agreement with Ayars and Associates to provide public information and community outreach for Segment 4A of the Highway 101: Carpinteria to Santa Barbara Project for the next year with an increased cost of $135,000 for a total amount not to exceed $865,000 without a change in the period of performance ending June 30, 2023.

2.  Approve and authorize the Chair to execute Amendment No. 3 to the Agreement with WSP, Inc. to provide web programming, web design, visualizations, graphic, video and other support services for Segment 4A of the Highway 101: Carpinteria to Santa Barbara Project for the next year with an increased cost of $25,000 for a total amount not to exceed $575,000 without a change in the period of performance ending June 30, 2023.

 L.  HIGHWAY 101: CARPINTERIA (SEGMENTS 4B TO 4E) – COMMUNITY OUTREACH AND PROJECT SUPPORT SERVICES
Recommended Action:
1.  Approve and authorize the Chair to execute Amendment No. 5 to the Agreement with Ayars and Associates to provide public information and community outreach for Segments 4B – 4E of the Highway 101: Carpinteria to Santa Barbara Project for the next year with an increased cost of $205,000 for a total amount not to exceed $1,070,000 without a change in the period of performance ending June 30, 2023.

2.  Approve and authorize the Chair to execute Amendment No. 4 to the Agreement with WSP, Inc. to provide web programming, web design, visualizations, graphic, video and other support services for Segments 4B – 4E for the Highway 101: Carpinteria to Santa Barbara Project for the next year with an increased cost of $210,000 for a total amount not to exceed $785,000 without a change in the period of performance ending June 30, 2023.

 M.  TRANSPORTATION DEVELOPMENT ACT / LOCAL TRANSPORTATION FUND ALLOCATIONS
Recommended Action:
Adopt Resolution 20-15 allocating $19,620,000 in Local Transportation Funds (LTF) to eligible claimants for FY 2020-21.
 N.  PROPOSITION 4/111 APPROPRIATIONS LIMIT
Recommended Action:
Adopt Resolution 20-16 establishing the Appropriations Limit and selecting the annual adjustment factors for the 2020-21 fiscal year.
 O.  SPECIALIZED TRANSIT CONTRACTS – EASY LIFT AND SMOOTH
Recommended Action:
Upon adoption of Resolution 20-13:
1.  Approve and authorize the Chair to sign an Agreement with Easy Lift, Inc. to provide para-transit services for 1.3% of the specialized transit funds in the South Coast estimated in an amount of $206,380 for the term of July 1, 2020 through June 30, 2021; and

2.  Approve and authorize the Chair sign to an Agreement with Santa Maria Organization of Transportation Helpers (SMOOTH), Inc. to provide para-transit services for 36.754% of the 1% of specialized transit funds in the North County in an estimated amount of $56,889 for the term of July 1, 2020 through June 30, 2021.

SENATE BILL 1 (SB1) CYCLE 2 APPLICATION SUBMITTALS FOR SANTA BARBARA U.S. 101 MULTIMODAL CORRIDOR
Recommended Action:

A.  Receive a presentation on the SBCAG strategy to submit SB1 Cycle 2 funding applications to the California Transportation Commission to fully fund the Santa Barbara U.S. 101 Multimodal Corridor project.

B.  Authorize submittal of the SB1 Cycle 2 funding applications to the California Transportation Commission.
6. 2018 TRANSIT AND INTERCITY RAIL CAPITAL PROGRAM (TIRCP) COASTAL EXPRESS EXPANSION GRANT
Recommended Action:
Approve in concept the use of SBCAG TIRCP grant funds to purchase real property to support the Coastal Express Expansion TIRCP grant award and provide direction to Staff as appropriate.
7. SANTA YNEZ VALLEY TRAFFIC CIRCULATION AND SAFETY STUDY
Recommended Action:
A.  Receive a presentation on the Santa Ynez Valley Traffic Circulation and Safety Study.

8. Highway 101:  Segment 4C – Utility Agreement with Montecito Water District
Recommended Action:
Approve and authorize the Executive Director to execute a Utility Agreement with the Montecito Water District, for costs related to relocating its facilities as a result of the Highway 101: Segment 4C project and authorize reimbursement payments for SBCAG’s share of the costs up to $540,000.

9. RECOGNIZE AILEEN LOE, CALTRANS DISTRICT 5
Recommended Action:
Recognize Aileen Loe of Caltrans District 5 for her years of service with Caltrans.
10.ONE MINUTE REPORTS
Board Members and Alternates are invited to provide updates on the activities in their districts/cities.
11.EXECUTIVE DIRECTOR’S REPORT General Update
The Executive Director will report on activities and achievements of SBCAG staff, SBCAG job openings, upcoming events of interest to the Board of Directors and the public, and general status of SBCAG major projects.
12. CALTRANS DISTRICT DIRECTOR’S REPORT General Update
The District Director will report on Caltrans projects and repairs throughout the state, including Caltrans staff, projects and repairs in Santa Barbara County such as state highways, intersections and bridges, and provide any available updates on Highway 101.
