grant applications for Federal Fiscal Years 2018 & 2019 funding cycle
submitted to Caltrans on September 6, 2019. | ||

DRAFT 2020 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM PROGRAMMING
PROPOSAL Recommended Action:
Review and comment on the 2020 Draft Regional Transportation
Improvement Program (RTIP) programming proposal for submittal to the
California Transportation Commission (CTC).

2019-20 LOCAL TRANSPORTATION FUND (LTF) ALLOCATIONS- REVISED Recommended Action:
Adopt Resolution 19-43 allocating a revised estimate of Local
Transportation Funds (LTF) to eligible claimants for FY 2019-20
in the amount of $19,232,954. | ||

FY 2019-20 OWP AND
BUDGET AMENDMENT #3 Recommended Action:
1. Adopt Resolution 19-44 (Attachment A) amending the FY
2019-20 Overall Work Program (OWP) and Budget to adjust work elements
to shift expenditures and revenues associated with 101 HOV parallel
projects from the SBCAG General Fund to the Local Transportation
Authority fund (Measure A). 2. Approve and authorize the Executive Director, Marjie Kirn, to execute this amendment to the OWP and Budget. | ||
F.
MEASURE A CITIZENS OVERSIGHT COMMITTEE
Recommended Action: Approve the appointment of
Christopher Lanchoney to the Measure A Citizens Oversight Committee
to fill a “north county” member vacancy, term ending September 2023.

REGIONAL TRANSPORTATION SAFETY SUMMARY
Recommended Action: Receive a presentation on the Santa Barbara County Transportation
Safety Factsheet (2013-2017).

SANTA BARBARA METROPOLITAN TRANSIT DISTRICT LEGISLATIVE SUPPORT
Recommended Action: A. Receive and file a presentation from SBMTD on funding
impacts from the Urbanized Area (UZA) Formula Program for Small
Transit-Intensive Cities (STIC), related to an anticipated population
reclassification following the Census in 2020.
B. Direct SBCAG Staff to coordinate with Thomas Walters & Associates, Inc., Federal Lobbyist, and SBMTD on a proposed addition to STIC legislation that would eliminate or mitigate the loss of funding for small cities that exceed the formula’s population threshold following a decennial Census. | |

Direct SBCAG staff to carry out the 2020 Unmet Transit Needs Process consistent with the expectation that no associated funding will be allocated for streets and roads purposes, OR B. CLEAN AIR EXPRESS SHORT-RANGE TRANSIT PLAN Recommended Action: Adopt the Clean Air Express Short Range Transit Plan and direct
staff to return to the North County Subregional Planning Committee
with specific actions for implementing the recommendations in the
plan.

REPORT General Update The Executive Director will report on activities and
achievements of SBCAG staff, SBCAG job openings, upcoming events of
interest to the Board of Directors and the public, and general status
of SBCAG major project | |

CALTRANS
DISTRICT DIRECTOR’S REPORT General Update The District
Director will report on Caltrans projects and repairs throughout the
state, including Caltrans staff, projects and repairs in Santa Barbara
County such as state highways, intersections and bridges, and provide any
available updates on Highway 101 and Highway 192 due to the Thomas Fire
mudslides. | |
