The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The time shown on the agenda for the duration of agenda items are estimates. The SBCAG board may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Board Clerk to all or a majority of the members of the SBCAG Board less than 72 hours prior to that meeting are available for inspection in the SBCAG office and on the Internet at: http://www.sbcag.org/meetings.html

Approve minutes from the November 17, 2016 board of directors meeting.
4.PUBLIC COMMENT
The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.
5.CONSENT CALENDAR (5 minutes)
Approve by roll call vote on one motion:
A.  TRANSPORTATION CONNECTIVITY PLAN CONTRACT
 Authorize the Chair to sign contract for an amount not to exceed $100,000, funded by a Caltrans planning grant, with Nelson/Nygaard to assist staff with preparing the San Luis Obispo-Santa Maria Transportation Connectivity Plan.
B.  EXTEND CONTRACT WITH RIDE AMIGOS FOR SMARTRIDE.ORG RIDESHARE WEBSITE
 Approve, ratify, and authorize the Chair to sign Amendment No. 1 to the Agreement between SBCAG and Right-Click Solutions, Inc. (DBA RideAmigos Corp.) to extend the contract for three years and revise the not to exceed amount from $125,000 to $290,000, including payment of $55,000 annually for three years, funded by local employer subscription fees and Measure A Rideshare funds.  
C. TRANSPORTATION DEVELOPMENT ACT TRIENNIAL PERFORMANCE AUDITS
Approve the Triennial Performance Audits for FYs 2012/13-2014/15 for Santa Barbara Metropolitan Transit District (SBMTD)Santa Maria Area Transit (SMAT), City of Lompoc Transit (COLT), Santa Ynez Valley Transit (SYVT), City of Guadalupe Transit, Santa Barbara County Transit (Cuyama and Los Alamos), Easy Lift, the Santa Maria Organization of Transportation Helpers (SMOOTH), and SBCAG and authorize submittal to the State Controller.

Adopt a resolution allocating $2,272,813 in State Transit Assistance (STA) funds   including a carryover balance of STA interest earnings to local claimants for Fiscal Year 2015-2016 to be claimed in FY 16-17.
E.  2017 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Adopt a resolution and Amendment 2 to the 2017 Federal Transportation Improvement Program (FTIP) per the resolution to program changes to the Highway Safety Improvement Program (HSIP) grouped project and to program recently awarded Active Transportation Program (ATP) Cycle 3 projects.

ACTION ITEMS
6. UNMET TRANSIT NEEDS (30 minutes) (10:00 a.m. time certain)  
Hold hearing and receive public input on unmet transit needs in Santa Barbara County.
7. EXECUTIVE DIRECTOR EMPLOYMENT AGREEMENT (10 minutes)
Approve and authorize the Chair to execute the First Amendment to the employment agreement with Marjorie C. Kirn to serve as Executive Director of the Santa Barbara County Association of Governments to amend the contract to convert $3,900 in deferred compensation payments to $3,900 in cash benefit.  
8. COMMITTEE APPOINTMENTS FOR 2017 (10 minutes)
A.  Appoint one delegate and one alternate to the California Association of Councils of Governments (CALCOG).

B.  Appoint one delegate and one alternate to the Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency (LOSSAN/Pacific Surfliner)

C.  Appoint one delegate and one alternate to the Coast Rail Coordinating Council.

D.  Appoint three members and an alternate to serve as SBCAG representatives on the Coastal Express Policy Committee.

E.  Appoint one member and one alternate to the CalVans board of directors.

F.  Appoint members to the SBCAG executive committee.
