The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.
Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 E. Anapamu Street, 4th floor, Santa Barbara, CA. Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The time shown on the agenda for the duration of agenda items are estimates. The SBCAG board may consider items out of sequence at the discretion of the Chair.
In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

AIRPORT LAND USE COMPATIBILITY PLAN UPDATE AND
ENVIRONMENTAL REVIEW CONSULTANT CONTRACT
A. Authorize the executive director to execute a Caltrans Acquisition and Development Grant agreement for $155,556 for update of the draft Airport Land Use Compatibility Plan and environmental review.
B. Authorize the executive director to execute a consultant contract for $153,571 with ATAC Corporation for update of the draft Airport Land Use Compatibility Plan and environmental review.
|B. 2015 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
Adopt Federal Transportation Improvement Program (FTIP) Amendment #14 to program new FTA 5339 funds, changes to the Highway Safety Improvement (HSIP) grouped project listing and the State Highway Operation and Protection Program (SHOPP).
C. MEASURE A NORTH COUNTY BICYCLE AND PEDESTRIAN AND SAFE ROUTES TO SCHOOL PROGRAM
A. Approve Amendment #1 to the Fiscal Year 2016/17 Measure A Program of Projects to advance the County of Santa Barbara’s Dyer Street Sidewalk Project North County Adult Bicycle Education and Safety Outreach program into FY 2016/17.
B. Authorize the Chair to sign a cooperative agreement with the County of Santa Barbara for Cycle 2 of the North County Measure A Bicycle and Pedestrian and Safe Routes to School Program.
|D. MEASURE A SOUTH COAST BICYCLE/PEDESTRIAN PROGRAM|
Authorize the chair to sign an amendment to the cooperative agreement to revise the project description of one approved Measure A cycle 3 project: City of Carpinteria’s Children’s Project at Main School Sidewalk Infill project.
Approve FY 15/16 supplemental invoice.

Hold public hearing concerning proposed Amendment No. 1 (San Ysidro interchange project engineering phase) to the 2040 Regional Transportation Plan and Sustainable Communities Strategy.

A. Accept the CEQA Exemption pursuant to CEQA Guidelines Section 15262.
B. Adopt a resolution approving the final North County Transit Plan.
