The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 E. Anapamu Street, 4th floor, Santa Barbara, CA. Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The time shown on the agenda for the duration of agenda items are estimates. The SBCAG board may consider items out of sequence at the discretion of the Chair.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

5.REPORT FROM CLOSED SESSION
6 APPROVAL OF MINUTES
Approve minutes from the November 19, 2015 board of directors meeting.
7.PUBLIC COMMENT (15 minutes)
The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.
8.CONSENT CALENDAR (5 Minutes)
Approve by roll call vote on one motion:
A.  LOW CARBON TRANSIT OPERATIONS PROGRAM
Approve projects for Fiscal Year 2015/16 Low Carbon Transit Operations Program funding for City of Guadalupe, Santa Barbara Metropolitan Transit District (MTD), North County Intercity Saturday Service and SBCAG Traffic Solutions.
B.  PROPOSITION 1B TRANSIT SECURITY PROGRAM
1.  Approve projects for Fiscal Year 2015/16 Proposition 1B Transit Security Grant Program for submittal to the California Office of Emergency Services. The projects are transit security improvements for the City of Lompoc’s new maintenance and operations facility; vehicle tracker equipment for Easy Lift; and an Automatic Vehicle Location (AVL) system for Santa Barbara MTD.

2.  Adopt a resolution authorizing SBCAG to allocate Proposition 1B Transit Security Program funding in the amount of $341,078 to local agency projects.
C.  TRANSPORTATION DEVELOPMENT ACT TRIENNIAL PERFORMANCE AUDITS
Authorize the chair to sign contract in the amount of $100,000 with Michael Baker International to conduct state-mandated triennial performance audits for fiscal years 2012/13-2014/15.
D.  AIRPORT LAND USE PLAN CONSISTENCY DETERMINATION – BETTERAVIA PLAZA
Adopt findings for the Betteravia Plaza project and determine that the project is consistent with the County’s Airport Land Use Plan.
E.  MEASURE A CITIZEN OVERSIGHT COMMITTEE
Re-appoint members of the Measure A Citizens Oversight Committee whose terms expired in September 2015 to new four-year terms.
PUBLIC HEARINGS
9. UNMET TRANSIT NEEDS (30 minutes) (10:00 a.m. time certain)
Hold hearing and receive public input on unmet transit needs in Santa Barbara County.
10. SOLVANG ALAMO PINTADO PEDESTRIAN AND BIKE PROJECT (5 minutes)
A.  Hold a public hearing to:

  1.   Conduct second reading of an amendment to the Measure A Ordinance to add the Alamo Pintado Pedestrian and Bike Bridge Project in Solvang to the Measure A Investment  Plan.

  2.   Adopt amendment to Measure A Ordinance. (Requires 2/3 vote)  

B.  Direct staff to prepare a cooperative agreement with the City of Solvang for up to $600,000 in Measure A funds for the Alamo Pintado Pedestrian and Bike Bridge Project along Highway 246 in the City of Solvang.

11. US 101 CORRIDOR UPDATE (45 minutes)
Receive a presentation on the US 101 HOV project progress on Phase III and Phase IV from staff, the SBCAG Corridor Advisor and Ayars & Associates public information consultant.

12. FEDERAL LEGISLATIVE AGENDA (20 minutes)
A.  Receive report from SBCAG’s federal lobbyist, Don Gilchrest, on federal transportation issues including the recently enacted Fixing America’s Surface Transportation Act (FAST) and approve SBCAG’s federal legislative agenda for 2016.

B.  Select and authorize SBCAG delegation to schedule meetings in Washington DC to advocate for SBCAG legislative agenda.

13. COMMITTEE APPOINTMENTS FOR 2016 (10 minutes)
A.  Appoint one delegate and one alternate to the California Association of Councils of Governments (CALCOG).

B.  Appoint one delegate and one alternate to the Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency (LOSSAN).

C.  Appoint one delegate and one alternate to the Coast Rail Coordinating Council.

D.  Appoint three members and an alternate to serve as SBCAG representatives on the Coastal Express Policy Committee.

E.  Appoint one member and one alternate to the CalVans board of directors.

F.  Appoint members to the SBCAG executive committee.
