The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.
Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 511 E. Lakeside Parkway, Santa Maria, CA. Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The time shown on the agenda for the duration of agenda items are estimates. The SBCAG board may consider items out of sequence at the discretion of the Chair.
In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

APPROVAL OF MINUTES|
Approve minutes from the May 21, 2015 board of directors meeting.
The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

PROPOSITION 4/111 APPROPRIATIONS LIMIT |
Adopt a resolution establishing the Appropriations Limit and selecting the annual adjustment factors for the 2015-16 fiscal year.
FINAL FY 2015-16 SBCAG BUDGET|
Adopt a resolution approving the FY 2015-16 SBCAG Comprehensive Budget.
AUDIT CONTRACT |
Approve contract with Moss, Levy & Hartzheim LLP for professional auditing services at a not-to-exceed cost of $51,000 for the fiscal year ending June 30, 2015 with the option to renew for two additional fiscal years.
MEASURE A SPECIALIZED TRANSIT CONTRACTS
1. Easy Lift, Inc. for an amount not to exceed the Measure A Program of Projects allocation to be approved by the board in agenda item 5F, June 18, 2015 Resolution No. 15-14; and
2. Santa Maria Organization of Transportation Helpers (SMOOTH), Inc. for an amount not to exceed the Measure A Program of Projects allocation to be approved by the board in agenda item 5F, June 18, 2015 Resolution No. 15-14.
TRANSPORTATION DEVELOPMENT ACT ALLOCATIONS |
Adopt a resolution allocating $17,291,200 in Local Transportation Funds (LTF) to eligible claimants for FY 2015-2016.
|F. MEASURE A PROGRAM OF PROJECTS
1. Adopt Measure A Program of Projects for Fiscal Years 2015/16 to 2019/20.
2. Adopt a resolution allocating $36,449,413 in Measure A funds to eligible claimants for FY 15/16.
FEDERAL TRANSIT ADMINISTRATION 5307 PROGRAM OF
1. Adopt projects selected for funding from the FY 2015 FTA 5307 Call for Projects for the cities of Lompoc and Santa Maria and Santa Barbara Metropolitan Transit District.
2. Adopt Formal Amendment #5 to the 2015 Federal Transportation Improvement Program to program FTA Section 5307 funding to projects in Santa Barbara County.
CENTRAL COAST COALITION
Approve Amendment No. 3 to Memorandum of Understanding for the Central Coast Coalition dated March 2011.
STATE LEGISLATIVE ADVOCATE CONTRACT
Authorize the Chair to execute a two-year agreement with Khouri Consulting for state legislative advocacy services for the term July 1, 2015 to June 30, 2017, at a cost not to exceed $138,120.
FEDERAL LEGISLATIVE ADVOCATE CONTRACT EXTENSION
Authorize the Chair to execute a two-year extension to the agreement with Thomas Walters & Associates, Inc. for federal legislative advocacy services for the term July 1, 2015 to June 30, 2017 at a cost not to exceed $120,511.68.
MEASURE A SOUTH COAST BICYCLE & PEDESTRIAN AND
SAFE ROUTES TO SCHOOL PROGRAMS
Amend the Measure A South Coast Bicycle & Pedestrian and Safe Routes to School Program cooperative agreements with the County of Santa Barbara for the Santa Claus Lane Class I Bike Path and the Santa Barbara County Pedestrian Master Plan and the City of Carpinteria for the Rincon Shared Use Trail Project to extend the Timely Use of Funds deadlines.
PROPOSITION 1B PUBLIC TRANSPORTATION
MODERNIZATION, IMPROVEMENT AND SERVICE ENHANCEMENT ACCOUNT
Approve one application and adopt a resolution authorizing SBCAG to allocate Proposition 1B PTMISEA funding in the amount of $19,310 to a project sponsored by SMOOTH.
AIRPORT LAND USE PLAN CONSISTENCY REVIEW – OLD
TOWN VILLAGE MIXED-USE PROJECT
Adopt findings for the Old Town Mixed-Use Project and determine that the project is consistent with the Airport Land Use Plan.
