The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 511 E, Lakeside Parkway, Santa  Maria, CA. Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. Matters not listed on the agenda may be addressed during the public comment item on the agenda. Further information on agenda items can be obtained in the SBCAG Office, 260 North San Antonio Rd., Suite B, Santa Barbara. The time shown on the agenda for the duration of agenda items are estimates. The SBCAG board may consider items out of sequence at the discretion of the Chair.

In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

3. APPROVAL OF MINUTES
Approve minutes from the September 18, 2014 board of directors meeting.
4.PUBLIC COMMENT
The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.
5.CONSENT CALENDAR
Approve by roll call vote on one motion:
A.  MEASURE A NORTH COUNTY COST SAVINGS
1. Approve an allocation of Measure North County Subprogram cost savings funds for:

a. Highway 166 (West) CHP Enforcement program in the amount of $90,000
b. Clean Air Express Saturday Service Pilot Project in the amount of $10,000

2. Conduct a first reading of an amendment to add the Highway 246 Streetscape/Sidewalk project in the City of Buellton to the North County subprogram of the Measure A Investment Plan and direct staff to place the amendment on the November 2014 agenda for Board consideration and allocation of funds after a noticed public hearing.
B. LOSSAN JOINT POWERS AGENCY AGREEMENT
Authorize the Chair to sign a revised LOSSAN Joint Powers Agreement to ensure that the official agency name is correctly stated as the Los Angeles – San Diego – San Luis Obispo Rail Corridor Agency throughout the document.
C. CLEAN AIR EXPRESS MEMORANDUM OF UNDERSTANDING
Authorize the chair to sign an amendment to the Memorandum of Understanding with the City of Lompoc to extend the operation of the Clean Air Express bus service through July 1, 2016 and add new insurance provisions.
D. STATE TRANSIT ASSISTANCE ALLOCATIONS
Adopt a resolution allocating $3,136,249 in State Transit Assistance (STA) funds including a carryover balance of STA interest earnings to local claimants for Fiscal Year 2013-2014.
E. CALTRANS 2015-16 TRANSPORTATION PLANNING GRANT APPLICATIONS
Direct the Executive Director to submit separate applications for Fiscal Year 2015-16 Caltrans Transportation Planning Grants for the following two projects:  (1) Goleta Ramp Metering Study, and (2) Transit “Link” Plan for San Luis Obispo & Santa Barbara Counties; and adopt supporting resolutions.
 F. SANTA BARBARA COUNTY TRANSIT ADVISORY COMMITTEE APPOINTMENTS
Appoint three members to the Santa Barbara County Transit Advisory Committee (SBCTAC) in compliance with the Transportation Development Act and SBCTAC bylaws: 

1. Ed Zoost (representative of transit user from northern Santa Barbara County),
2. Lee Diaz (representative in the local social service providers for persons of limited means category), and
3. Eustaquio Valdez (representative for Santa Maria Area Transit – SMAT).  
6.EXECUTIVE DIRECTOR’S REPORT (10 minutes)
7. CALTRANS DISTRICT DIRECTOR’S REPORT (10 minutes)
ACTION ITEMS
8. COASTAL EXPRESS 10-YEAR PLAN (10 minutes)
Adopt the Coastal Express 10-Year Plan.
9. AIR RESOURCES BOARD PROPOSED UPDATE OF SB 375 GREENHOUSE GAS EMISSION TARGETS (15 minutes)
Receive report on the California Air Resources Board (ARB) proposal to update SB 375 greenhouse gas emission targets and approve and authorize the Chair to sign a comment letter opposing a new ARB target-setting process.
