The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Fourth Floor, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.  The time shown on the agenda for the duration of agenda items are estimates.  The SBCAG board may consider items out of sequence at the discretion of the Chair.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

  The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

APPROVAL OF CONSENT CALENDAR      (5 MINUTES)  
 
    Approve by roll call vote on one motion:
     
  A. FREEWAY SERVICE PATROL
   

Authorize the Chair to sign a contract with Voigt, Inc (dba Smitty’s Towing) to provide towing services at a cost not to exceed $527,387 for Phase II of the US 101 HOV Widening Project from Mussel Shoals to Carpinteria

 
  B. EXECUTIVE DIRECTOR EMPLOYMENT AGREEMENT
   

Authorize the chair to sign an amendment extending the term of the executive director employment agreement to June 30, 2013.

     
  C. FY 2011-12 OVERALL WORK PROGRAM AMENDMENTS TO ADD STATE TOLL CREDIT FUNDING
   

Adopt a resolution amending the FY 2011-12 Overall Work Program to replace local matching funds with State toll credits for all Work Elements that receive federal PL or 5303 funding.

     
  D. FY 2012-13 TRANSPORTATION DEVELOPMENT ACT LOCAL TRANSPORTATION FUND APPORTIONMENTS
Approve the estimated apportionments of Local Transportation Funds to local agencies for the 2012-13 fiscal year.
     
  E. U.S 101 UNION VALLEY PARKWAY INTERCHANGE
    Authorize the Executive Director to sign a cooperative agreement with Caltrans for the construction of the US 101/Union Valley Parkway Interchange project.

MEASURE A BICYCLE, PEDESTRIAN AND SAFE ROUTES TO SCHOOL PROGRAMS      (15 minutes)

  Approve projects recommended by North County Subregional Committee for funding cycle 1.

HIGHWAY 166 SAFETY AND OPERATIONAL IMPROVEMENTS          (10 minutes)

  A. Approve projects recommended by North County Subregional Committee for Measure A and STIP funding.
   
  B. Authorize the Chair to sign a letter to Caltrans requesting that Caltrans fund two projects in the Highway 166 corridor.

STATE LEGISLATIVE PROGRAM            (15 minutes)
  A. Receive report from SBCAG’s state lobbyist Gus Khouri of Shaw/Yoder/Antwih.
   
 

B.

Adopt state legislative platform for FY 11/12.
   
 

C.

Authorize the SBCAG Chair to attend Central Coast Coalition Sacramento Lobby Day event on April 11.

COMMITTEE APPOINTMENTS                 (10 minutes)
 

A.

Appoint one delegate and one alternate to the California Association of Councils of Governments (CALCOG).
     
 

B.

Appoint one delegate and one alternate each to the Coast Rail Coordinating Council and the Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency (LOSSAN) (frequency: twice/year (CRCC), once/month (LOSSAN).
     
 

C.

Appoint three members and an alternate to serve as SBCAG representatives on the Coastal Express Policy Committee (frequency: once/year).
     
 

D.

Appoint one member and one alternate to the CalVans board of directors.
     
 

E.

Appoint members to the SBCAG executive committee.

FREEWAY SERVICE PATROL                    (15 minutes)
  Approve release of a Request for Proposals (RFP) to continue the Freeway Service Patrol Program for fiscal years 2012/13 – 2014/15.
   
15.
SAFE FUNDING FOR MOTORIST AID PROJECTS (15 minutes)
  Allocate $150,000 in Service Authority for Freeway Emergencies (SAFE) funding to two projects that will increase motorist safety and communication on Highway 166 East and Highway 33 in the Cuyama Valley.
