The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Fourth Floor, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.  The time shown on the agenda for the duration of agenda items are estimates.  The SBCAG board may consider items out of sequence at the discretion of the Chair.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

5. APPROVAL OF MINUTES
  Approve minutes from April 21, 2011 board of directors meeting.
   
6. PUBLIC COMMENT

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

APPROVAL OF CONSENT CALENDAR  
     
  A. HIGHWAY 246 SANTA YNEZ RIVER BRIDGE FEASIBILITY STUDY
Authorize the release of a Request for Proposal to study the feasibility of improving access to the city of Lompoc across the Santa Ynez River by providing a bridge raised above flood level with wider shoulders that can safely accommodate vehicles, bicycles, and pedestrians.
     
  B. MEASURE A MAINTENANCE OF EFFORT
    Adopt Measure A Maintenance of Effort amounts for local agencies for FY 2011-2012.
     
  C. TRANSIT NEEDS ASSESSMENT
    Adopt a resolution approving the 2011 Transit Needs Assessment, including findings that there are no unmet transit needs which are reasonable to meet.
     
  D. SOUTH COAST ITS PROJECTS
Approve a contract amendment with Kimley Horn to extend the contract termination date to June 30, 2012 to implement various South Coast ITS projects such as Traveler Information Site and Upper State St. Transit Signal Priority.
     
  E. PROPOSITION 1B
    1. Approve submittal of applications to Caltrans for Proposition 1B transit capital
population-based funding available for Fiscal Years 2010/11 through 2012/13.
       
    2. Adopt a resolution authorizing SBCAG to allocate Fiscal Year 2010/11
Proposition 1B Transit Capital Program funding to local agency projects.
     
 

F.

COMMUTER RAIL
    Authorize the Executive Director to negotiate and execute an agreement with Union Pacific Railroad to analyze the feasibility of new commuter rail service between Ventura and Santa Barbara counties using Measure A South Coast Rail Program funds.
     
 

G.

PROPOSITION 4/111 APPROPRIATIONS LIMIT
    Adopt a resolution establishing the Appropriations Limit and selecting the annual adjustment factors for the 2011-12 fiscal year

10. MEASURE D EXPENDITURE PLAN AMENDMENT (10 minutes)
Approve Measure D Expenditure Plan Amendment to add Union Valley Parkway Arterial Phase III to the Program and allocate $1.143 million in Regional Measure D funds to the project. (Requires two-thirds majority or 9 affirmative votes)

MEASURE A BICYCLE, PEDESTRIAN AND SAFE ROUTES TO SCHOOL GUIDELINES (15 minutes)

 
  A. Approve North County Safe Routes to School, Bicycle and Pedestrian Program Guidelines, set the schedule for Cycle 1, and issue a call for projects using schedule in Attachment A.
B. Approve South Coast Safe Routes to School and Bicycle and Pedestrian Program Guidelines, set the schedule for Cycle 1, and issue a call for projects using schedule in Attachment A.

MEASURE A PROGRAM OF PROJECTS (15 minutes)

 
 

Review and comment on the draft Measure A Program of Projects for FY 2011/12 to 2015/16

MEASURE A FINANCIAL ADVISOR (10 minutes)

 
 

Discuss and provide direction to staff on proposal to retain the services of a Measure A financial advisor.

Consider placing an item on a future board meeting agenda for information or action on Caltrans sponsored roundabout projects at Route 154/246 and Route 246/Purisima Road intersections
