The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Fourth Floor, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.  The time shown on the agenda for the duration of agenda items are estimates.  The SBCAG board may consider items out of sequence at the discretion of the Chair.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

Approve minutes from the January 20, 2011 board of directors meeting.

APPROVAL OF CONSENT CALENDAR
 
     
  A. GUADALUPE MAINTENANCE OF EFFORT
    1.

Authorize acceptance of revised Measure D Maintenance of Effort (MOE) expenditure figures submitted by City of Guadalupe for FY 05/06 through FY 08/09.

    2.

Authorize redistribution of $2,010 to other local agencies for FY 06/07 when the city fell below the MOE requirement pursuant to Measure D ordinance.

     
    3.

Adopt a Measure A baseline MOE amount for Guadalupe for FY 2010/11 at $24,807.

     
    4.

Authorize payment to the City of Guadalupe of $94,060.92 plus interest, less the redistribution of $2,010 in Measure D funds and $200,774.62 plus interest in Measure A funds currently being withheld.

     
  B. FY 2011-12 TDA/LTF APPORTIONMENTS
   

Receive and file the estimated apportionments of Local Transportation Funds to local agencies for the 2011-12 fiscal year.

     
  C. PROPOSITION 1B TRANSIT SECURITY PROGRAM
   

Approve Projects for the Fiscal Year 2010/11 Proposition 1B Transit Security Grant Program for Submittal to California Emergency Management Agency.

     
  D. FINANCIAL REPORTS FOR FY 2009/10

Receive and file SBCAG’s audited Annual Financial Report and Single Audit Report for FY 2009-10.

     
  E. HIGHWAY 166 IMPROVEMENTS
   

Approve the release of a Request for Proposals for consultant services to assist SBCAG in identifying and evaluating Measure A funded safety projects.

     
  F. 2011 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
   

Approve Formal Amendment #3 to the 2011 Federal Transportation Improvement Program to increase funding for the transit operations for the cities Guadalupe and Solvang.

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of this agenda. Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

Authorize the SBCAG Chair to sign a letter to state legislators supporting reenactment of the “gas tax swap”.
