The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Fourth Floor, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.  The time shown on the agenda for the duration of agenda items are estimates.  The SBCAG board may consider items out of sequence at the discretion of the Chair.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

Approve minutes from the September 20, 2010 board of directors meeting.

   
6.   APPROVAL OF CONSENT CALENDAR (5 minutes)
   
  A. SB-375
    Receive summary of action by California Air Resources Board on Greenhouse Gas Emission Target set for SBCAG.
     
  B. AIRPORT LAND USE PLAN CONSISTENCY DETERMINATION
    Find that the Montecito Bank and Trust Project is consistent with Airport Land Use Plan for Santa Barbara County subject to conditions.
       
  C. VALLEY EXPRESS REINTEGRATION PLAN
  Approve plan to reintegrate Valley Express commuter bus service back into the Clean Air Express to take effect June 3, 2011 or earlier if practicable.
     
  D. CLEAN AIR EXPRESS FARE DISCOUNT FOR MONTHLY PASS HOLDERS
   

Approve a one-time monthly pass discount of $50 for Clean Air Express monthly pass holders in response to non-functioning air conditioning on some fleet vehicles in July.

     
  E. AMTRAK PACIFIC SURFLINER SCHEDULE CHANGE
    Authorize staff to negotiate cooperative agreement with Caltrans for Pacific Surfliner Train 798/799 schedule change request.
     
  F. US 101 HOV LANE WIDENING: MUSSEL SHOALS TO CARPINTERIA
    A. Authorize Char to sign a cooperative agreement with Caltrans for SBCAG to provide Traffic Management Plan services during construction funded by Proposition 1B.
     
    B. Authorize the Chair to sign a contract amendment with Bob Holzer Towing, Inc. to provide Freeway Service Patrol services during construction of the project, funded by Proposition 1B funds.
     
7. PUBLIC COMMENT
   
 

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

  Receive a report from the CHP and Caltrans on truck safety on Highway 154.

11. MEASURE A ORDINANCE AMENDMENT—SECOND READING AND ADOPTION (10 minutes)
  A. Consider adoption (second reading) of an Ordinance amending Ordinance No. 5. (Requires two-thirds majority—9 affirmative votes).
   
  B. Adopt revised Maintenance of Effort baselines amounts for local agencies for FY 2010/11 per Ordinance No. 5 amendments. Consider adoption (second reading) of an Ordinance amending Ordinance No. 5. (Requires two-thirds majority—9 affirmative votes)
   
12. SBCAG ORGANIZATIONAL ASSESSMENT (45 minutes)
  Receive presentation from Management Partners on draft Organizational Assessment and provide comments and direction to Management Partners and/or staff regarding report recommendations.

MEASURE A STRATEGIC PLAN (30 minutes)

  A. Adopt the “November 2010 Measure A Strategic Plan”, with all references to the staffing projection prepared by Parsons Brinkerhoff removed.
   
  B. Update the Strategic Plan within 6 months, if necessary, based on the outcome of the Organizational Assessment prepared by Management Partners.

TRIENNIAL PERFORMANCE AUDITS (20 minutes)

  Review and consider approval of the triennial performance audits for SBCAG and the transit operators in Santa Barbara County including City of Lompoc Transit (COLT), Santa Barbara County Transit (Cuyama and Los Alamos), Easy Lift, City of Guadalupe Transit, Santa Barbara Metropolitan Transit District (MTD), Santa Maria Area Transit (SMAT), Santa Maria Organization of Transportation Helpers (SMOOTH), and Santa Ynez Valley Transit (SYVT) for their submittal to the Caltrans Director of Transportation.
