The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Fourth Floor, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.  The time shown on the agenda for the duration of agenda items are estimates.  The SBCAG board may consider items out of sequence at the discretion of the Chair.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

5. APPROVAL OF MINUTES
 

Approve minutes from the August 20, 2009 board of directors meeting.

   
6.   APPROVAL OF CONSENT CALENDAR (5 minutes)
   
  A.    2010 US CENSUS
    Receive report on coordination actives related to the 2010 Census.
     
B. HYBRID UTILITY VEHICLE EARMARK
    Approve the cities of Guadalupe and Lompoc as the co-sponsors of a hybrid utility vehicle project.
     
  C. SBCAG MEDICAL INSURANCE CONTRIBUTION
    Adopt a resolution maintaining the SBCAG employer’s maximum medical insurance contribution of $475 per month, effective with the January 1, 2010 premium under the Public Employees’ Medical and Hospital Care Act.
     
  D. MEASURE A CITIZENS OVERSIGHT COMMITTEE
    1. Appoint the final two members to the Measure A Citizens Oversight Committee recommended by the sub regional planning committees.
    2. Approve committee by-laws.
     
  E. SBCERS INVESTMENT LOSS STRATEGY
    Endorse the Executive Committee recommendation and the Retirement Board decision to support Alternative Funding Option 2 as the most fiscally responsible and achievable means to address SBCERS investment losses
     
  F. FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
    Adopt FTIP amendment #15 to add projects in the SHOPP Lump Sum Collision
Reduction and State Highway Maintenance Programs and adds federal funding for existing road and transit projects.
     
  G. FEDERAL JOBS ACCESS REVERSE COMMUTE \ NEW FREEDOM PROGRAMS  
    Approve project scores for FTA 5316 Jobs Access Reverse Commute and 5317 New Freedom grant applications for the FY 2009 funding cycle and authorize their submittal to Caltrans.
     
  H. PROPOSITION 84 PLANNING GRANT
Authorize acceptance of planning grant for transportation data and model improvements from state Strategic Growth Council.

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

10. 2010 STATE TRANSPORTATION IMPROVEMENT PROGRAM (20 minutes)
  Receive a report on the fund estimate and schedule for developing the 2010 STIP.
   
11. AMERICAN RECOVERY & REINVESTMENT ACT (ARRA) (15 minutes)
  A. Receive a report on the obligation status of roadway and transit ARRA (stimulus) funding in Santa Barbara County.
     
  B. Approve back-up projects that could receive funds not obligated within the county by October 15 or redistributed to SBCAG from other regions.
     
  C. Approve FTIP Amendment #16 to reprogram ARRA-TE funding from the city of Santa Maria to the city of Lompoc’s Alan Hancock Bike path project.
