The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.  The SBCAG board meeting is broadcast live on government access television channel 20 and normally repeats the following Saturday, Sunday, and Monday at 5PM.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 511 East Lakeside Parkway, Santa Maria, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

8. HIGHWAY 101 MILPAS TO CABRILLO-HOT SPRINGS PROJECT: RIGHT OF WAY
  (15 mins)
  Adopt Resolution 07-18 making a finding of public necessity for the acquisition of properties required for the construction of the Highway 101 Operational Improvements: Milpas to Cabrillo-Hot Springs Project (requires a two-thirds vote of the board)

9. HIGHWAY 101 MILPAS TO CABRILLO-HOT SPRINGS PROJECT: CONSTRUCTION
  (15 mins)
 

Authorize the Chair to execute an agreement with Ayars & Associates for community outreach services through the first year of construction at a cost not- to-exceed $185, 000.

10. REGIONAL HOUSING NEEDS ALLOCATION (60 mins.)
  Review Regional Housing Needs Allocation (RHNA) determined by the Housing and Community Development Department and direct staff to submit formal appeal of allocation.

  Receive report on the Fund Estimate for 2008 State Transportation Improvement Program (STIP) and the proposed programming schedule.
     
12. TRAFFIC SOLUTIONS ONLINE COMMUTER MATCHING DEMONSTRATION  (15 mins)
  Receive an online demonstration of the New Traffic Solutions Online commuter matching system.
