SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS

The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room,105 East Anapamu Street, Fourth Floor, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

Approve minutes from December 21, 2006 Board of Directors meeting.

   
6.   APPROVAL OF CONSENT CALENDAR (5 minutes)
  Approve by roll call vote on one motion:
   
  A.    FEDERAL APPROPRIATIONS EARMARKS FOR FY 2007-08
    Authorize staff to submit FY 07/08 federal appropriations earmark funding requests to the region's congressional delegation for the South Coast ITS improvement project, Highway 101 Santa Maria River Bridge six-lane widening, Highway 101 Carpinteria Creek Bridge reconstruction, and Highway 166 (East) safety improvements.
   
  B. FTA SECTION 5311 PROGRAM OF PROJECTS
    Approve the Program of Projects for Federal Transit Administration (FTA) Non-Urbanized Area Transit funds (Section 5311) in Santa Barbara County for FY 06/07.
     
  C. FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
    Approve amendment #4 to delete the Santa Maria River Bridge $2.7 million federal earmark for design from the 2007 FTIP for programming into the San Luis Obispo Council of Governments' 2007 FTIP (the bridge is located in San Luis Obispo County).
     
7. PUBLIC COMMENT
 

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

8. UNMET TRANSIT NEEDS (10:00 AM TIME CERTAIN) (1 HR)
  Holding hearing and receive public input on unmet transit needs in Santa Barbara County.
 

ACTION ITEMS

 
9. COMMITTEE ASSIGNMENTS
  A. Appoint a delegate and alternate to the California Association of Councils of Governments (CALCOG).
     
  B. Appoint a delegate and alternate to the Coast Rail Coordinating Council and the Los Angeles-San Diego-San Luis Obispo Rail Corridor Agency (LOSSAN).
     
  C. Appoint members to serve as SBCAG representative on the Coastal Express Policy Steering Committee.
     
  D. Chair's appointment of members to the SBCAG Executive Committee.
     

INFORMATION ITEMS

 
10. HIGHWAY 101 IMPROVEMENT PROJECTS (30 minutes)
  Review funded projects in Santa Barbara County under construction or development to widen or improve Highway 101 and receive a focused update from Caltrans on the STIP-funded Linden Avenue-Casitas Pass Road Interchange Project in Carpinteria.
