SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS

The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, Fourth Floor, 105 East Anapamu Street, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

5. APPROVAL OF MINUTES
 

Approve minutes from April 20, 2006 board of director's meeting.

   
6.   APPROVAL OF CONSENT CALENDAR (5 minutes)
  Approve by roll call vote on one motion:
   
  A.    PROJECT STUDY REPORT REQUESTS
    Authorize the executive director to request that Caltrans prepare a Project Study Report for the Goleta Overpass Improvements project.
       
  B. FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
    Adopt a resolution approving an FTIP amendment, contingent upon passage of the Measure D Renewal in November 2006, to program $2.5 million in Regional STP funds in FY 2010/11 to the Goleta Highway 101 Overpass Improvement Project and $2.5 million in Regional STP funds in FY 2010/11 to the Regional Bicycle Program.
       
7. PUBLIC COMMENT
 

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited to fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes.

8. AIRPORT LAND USE PLAN - PROJECT REVIEW - CABRILLO BUSINESS PARK
(45 minutes)
  Adopt findings and conditions that determine the consistency of the Cabrillo Business Park Project with the Airport Land Use Plan.
 

ACTION ITEMS

   
9. UNMET TRANSIT NEEDS (45 minutes)
  Receive presentation and provide comments on the draft Transit Needs Assessment 2006 and findings of "unmet need" and "reasonable to meet".
   
10. MEASURE D RENEWAL (30 minutes)
  A. Review and comment on draft Measure D renewal ordinance scheduled for board adoption at the June 15 meeting.
     
  B. Review the Santa Barbara County Garnd Jury Report entitled "Measure D- Progress as Promised?" and provide direction to staff regarding proposed response to recommendation to implement a public information program to inform voters about Measure D.
     
  C. Direct staff and county counsel to arrange a workshop for board members, other local elected officials and staff on permitted uses of public agency resources for the ballot measure process.
     
11. SBCAG FY 2006-07 BUDGET (20 minutes)
  Receive presentation and provide direction on proposed FY 2006-07 SBCAG budget which will be scheduled for adoption at the June 15, 2006 board meeting.

  Receive report on 2006 STIP adopted by the California Transportation Commission.
