SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS

The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, 4th Floor, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

Approve minutes from August 18, 2005 Board of Directors meeting.

   
6. PUBLIC COMMENT
 

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes. 

   
7.   APPROVAL OF CONSENT CALENDAR (5 minutes)
  Approve by roll call vote on one motion:
   
  A.    2004 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM
    Adopt a resolution approving Amendment #15 to the 2004 Federal Transportation Improvement Program (FTIP).
   
  B. FTA TEAM DATABASE
    Adopt a resolution authorizing designated staff to execute grant agreements with the Federal Transit Administration.
     
  C. FREEWAY SERVICE PATROL
    Authorize release of Request for Proposals (RFP) for Freeway Service Patrol pilot program.
     
PUBLIC HEARINGS
   
8. CLEAN AIR EXPRESS FARE INCREASE (20 minutes)
  A. Hold public hearing to receive comments regarding the proposed Clean Air Express fare increase.
     
  B. Adopt a resolution increasing the monthly CAE fare from $130 to $135 and the 10 ride pass fare from $40 to $45, and authorizing a fuel surcharge under certain conditions in the amount of $5.00 per monthly pass and $2.00 per 10 ride pass, effective November 1, 2005 (Attachment A).

9. 101 IN MOTION (45 minutes)
  Review and comment on 101 in Motion project including the evaluation of four alternative packages, summary of public outreach, and emerging consensus on proposed recommended project.
 
10. MEASURE D RENEWAL (60 minutes)
  A. Receive presentation by True North Research on public opinion survey report and authorize release of report.
     
  B. Discuss process for development of expenditure plan.

11. US 101 TRUCK SAFETY CORRIDOR (10 minutes)
  Receive report from the California Highway Patrol on the establishment of a Truck Safety Corridor on US 101 from Gaviota Rest Stop to Santa Margarita (San Luis Obispo County).

Report by Mayor Hicks on Western Councils of Governments Conference held August 10th to 12th.
