SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS

The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, 4th Floor, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

A.

Approve minutes from February 17, 2005 Board of Directors meeting.
  B. Receive and file summary of February 9, 2005 Board workshop meeting.  (Note:  A quorum was not present at this meeting.)
   
6. PUBLIC COMMENT
 

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes. 

   
7.   APPROVAL OF CONSENT CALENDAR (5 minutes)
  Approve by roll call vote on one motion:
   
  A.    CLEAN AIR EXPRESS MEASURE D EXPENDITURE PLAN AMENDMENT
    Approve an amendment to the Measure D expenditure plan that allocates $282,000 of Regional Measure D funds to be used to fill the FY 2004-05 and FY 2005-06 Clean Air Express budget shortfall.  (Approval requires 9 affirmative votes.)
   
  B. STATE TRANSPORTATION IMPROVEMENT PROGRAM (STIP) AMENDMENT
    Approve a State Transportation Improvement Program amendment to reprogram $75,000 for PA&ED and $85,000 for P&E from FY 2005-06 to FY 2006-07 and $560,000 for construction from FY 2006-07 to FY 2007-08.
     
  C. REVISIONS TO 2004-05 TDA ALLOCATIONS
    Adopt a resolution revising the FY 2004-05 Transportation Development Act (TDA) Local Transportation Fund (LTF) allocations for the City of Lompoc to provide for adjustments during as requested during the current year.
     
PUBLIC HEARINGS
   
8. FTA SECTION 5310 APPLICATIONS (15 minutes)
  Conduct public hearing and adopt resolution approving the ranking of applications submitted to SBCAG for Federal Transit Administration (FTA) Section 5310 capital grant program for fiscal year 2005-2006 funding cycle.

9. 2005 CMAQ PROGRAMMING CYCLE (20 minutes)
  Discuss the phasing out of federal Congestion Mitigation and Air Quality (CMAQ) funding in Santa Barbara County and the schedule for programming the estimated funding apportionment for the 2004-05 fiscal year.
     
10. MEASURE D RENEWAL (20 minutes)
  Discuss possible efforts to renew Measure D and provide direction to staff.
     
11. FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT
(15 minutes)
  Adopt a resolution approving an amendment to the 2004 Federal Transportation Improvement Program (FTIP) to program Federal Transit Administration Section 5307 funds to increase Route 10 service between Nipomo and Santa Maria operated by the San Luis Obispo Regional Transit Authority.
   
12. IMPENDING SERVICE REDUCTIONS BY GREYHOUND (10 minutes)
  Consider options in responding to impending service cuts affecting interregional private Greyhound bus service to Carpinteria, Buellton, Lompoc, Orcutt, and Vandenberg Air Force Base, and direct staff accordingly.
