SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS

The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 105 East Anapamu Street, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

6. PUBLIC COMMENT
 

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes. 

   
7.   APPROVAL OF CONSENT CALENDAR (5 minutes)
  Approve by roll call vote on one motion:
   
  A.    CALL BOX CELLULAR SERVICE CONTRACT
   

Authorize Chair to execute a contract with Cingular Wireless, Inc. for digital cellular service through July 1, 2008 for the countywide emergency call box system.

   
  B. MEASURE D QUARTERLY REPORT
    Receive quarterly report on status of the State and Regional projects in the Measure D Highway Program.
     
  C. STIP PROJECT QUARTERLY REPORT
    Receive quarterly report on state and local agency sponsored projects in the 2002 STIP.
     
8. RESOLUTION OF APPRECIATION
  Adopt Resolution of Appreciation for Butch Abeloe
   
9. CALTRANS DISTRICT DIRECTOR'S REPORT (10 minutes)

10. 2004 REGIONAL TRANSPORTATION IMPROVEMENT PROGRAM (RTIP)
(45 minutes)
  Adopt 2004 RTIP and authorize submittal to the California Transportation Commission.
     
11. ROUTE 217/EKWILL/FOWLER PROJECT STATUS (20 minutes)
  Receive a report on the status of the Route 217/Ekwill Rd/Fowler Rd project in the City of Goleta and provide direction to SBCAG staff.
     
12. 2002 FTIP AMENDMENT AND 2003-04 MEASURE D PROGRAM OF PROJECTS AMENDMENT (20 minutes)
  Adopt a resolution approving an amendment to the 2002 Federal Transportation Improvement Program (FTIP) and approve an amendment to the 2003-04 Measure D Program of Local Projects to support the City of Guadalupe's purchase of a replacement bus for the Guadalupe Flyer service.
     
13. FEDERAL BUDGET APPROPRIATION REQUEST (20 minutes)
  Approve FY 2004-05 Federal Budget appropriation request for South Coast 101 Corridor Operations and Management Project.
     
14. FY 2004-05 OVERALL WORK PROGRAM (15 minutes)
  Adopt a resolution approving SBCAG's FY 2004-05 Overall Work Program and authorize transmittal to state and federal agencies.
     
14A.  INTERREGIONAL JOBS HOUSING PARTNERSHIP PROGRAM (new item, 15 minutes)
  Provide direction regarding the issuance of a new contract for Project Management Services for the Ventura-Santa Barbara Jobs Housing Partnership
