SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS

The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 4th Floor, 105 East Anapamu Street, Santa Barbara, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

5. APPROVAL OF MINUTES
 

Approve minutes from June 17, 2004 Board of Directors meeting.

   
6. PUBLIC COMMENT
 

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes. 

   
7.   APPROVAL OF CONSENT CALENDAR (5 minutes)
  Approve by roll call vote on one motion:
   
  A.    ROUTE 101/154 (NORTH) INTERCHANGE
    Receive and file the final Closeout Report for the Route 101/154 (North) Interchange project.
     
  B. HIGHWAY 101 IN MOTION
    Receive status report on 101 In Motion project.
     
  C. CALL BOX CAPITAL UPGRADE PROJECT
    Approve the Call Box Capital Upgrade Project and direct staff to file a Notice of Exemption under CEQA with the County Clerk.
     
8. CALTRANS DISTRICT DIRECTOR'S REPORT (10 minutes)

9. RESOLUTION OF APPRECIATION
  Adopt a resolution of appreciation for former board member Mayor Larry Lavagnino.

10. JOBS/HOUSING INTERREGIONAL PARTNERSHIP PROGRAM (20 minutes)
  Approve final report and authorize submittal to the State Department of Housing and Community Development.
     
11. TRIENNIAL PERFORMANCE AUDITS (20 minutes)
  A. Receive presentation by Nelson\Nygaard Consulting Associates on the Triennial Performance Audits for Easy Lift Transportation, Santa Maria Organization of Transportation Helpers (SMOOTH), City of Lompoc Transit, Santa Maria Area Transit, Santa Ynez Valley Transit, City of Guadalupe Transit, Santa Barbara Metropolitan Transit District, County Transit (Cuyama), and SBCAG.
     
B. Approve the audit reports and authorize their submittal to the State Controller.
     
12. MEASURE D LOCAL ALLOCATIONS (30 minutes)
  Review options for annual apportionment of Measure D local allocations and provide direction to staff.
     
13. CLEAN AIR EXPRESS OPERATOR CONTRACT (10 minutes)
  Authorize the Chair to execute an amendment to the existing contract with Santa Barbara Airbus extending the contract term to August 27. 2005.
     
14. EXECUTIVE DIRECTOR CONTRACT (10 minutes)
  Authorize Chair to execute Executive Director Employment Agreement.

15. SOUTH COAST TRANSIT PRIORITIES PROJECT (20 minutes)
  Receive report by SBMTD on South Coast Priorities project.
 
16. INTERCOMMUNITY TRANSIT SERVICE (15 minutes)
  Receive report on proposed Federal Transportation Improvement Program amendment to add Intercommunity Transit Service Three Year Pilot Project.
     
17. ROUTE 246 TRANSPORTATION CONCEPT REPORT (20 minutes)
  Receive presentation from Caltrans staff on State Route 246 Transportation Concept Report.

The next Board meeting will be a special joint meeting with the Southern California Association of Governments, Ventura County Transportation Commission and Ventura Council of Governments, Ventura County Transportation Commission and Ventura Council of Governments to be held on August 12, 2004 at a time and location to be determined.  The next regular SBCAG Board meeting will be held on August 19, 2004 from 8:30 a.m. to noon in Santa Barbara.
