SANTA BARBARA COUNTY ASSOCIATION OF GOVERNMENTS

The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 511 East Lakeside Parkway, Santa Maria, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Further information on agenda items can be obtained in the SBCAG Office, 260 N. San Antonio Road, Suite B, Santa Barbara.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

Approve minutes from July 15, 2004 Board of Directors meeting.

   
6. PUBLIC COMMENT
 

The public may address the Santa Barbara County Association of Governments on any subject within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer than three minutes. 

   
7.   APPROVAL OF CONSENT CALENDAR (5 minutes)
  Approve by roll call vote on one motion:
   
  A.    FY 2003-04 TRANSPORTATION DEVELOPMENT ACT (TDA) LOCAL TRANSPORTATION FUND (LTF) YEAR-END BALANCE ALLOCATIONS
    Adopt the attached resolution allocating the Local Transportation Fund FY 2003-04 year-end balance of $24,377.
     
  B. FY 2004-05 MEASURE D PROGRAM OF PROJECTS
    Approve a FY 2004-05 Measure D Program of Projects Amendment to assist the City of Guadalupe in purchasing a new bus for the Guadalupe Flyer service.
     
  C. CALL BOX REPLACEMENT PROJECT
    1. Authorize the Chair to execute a contract with Bengal Engineering for design services in an amount not-to-exceed $30,000.  (Attachment 1)
       
    2. Authorize the Chair to execute a contract with MNS Engineers for construction inspection services in an amount not-to-exceed $29,940.  (Attachment 2)
       
    3. Approve the Quality Assurance Program for the project.  (Attachment 3)
       
  D. FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT #13
    Adopt a resolution approving an amendment to the FTIP to transfer $235,000 in Transportation and Community and System Preservation Program (TCSP) funding from the Ellwood Pedestrian Overcrossing to the San Jose Creek Bikeway Project.
     
  E. 101 IN MOTION
    Receive status report on 101 in Motion project.
     
  F. ROUTE 101/STOWELL ROAD AND ROUTE 101/DONOVAN ROAD INTERCHANGE PROJECTS
   

Authorize the Chair to execute Amendment No. 9 to the agreement with RBF Consulting, for an amount not-to-exceed $7,000, for project record drawings of structure improvements.

9. TRAVEL MODEL FORECAST REPORT (45 minutes)
  Receive report on regional travel model draft forecast report and provide comments.
   
10. ROUTE 101/CATHEDRAL OAKS INTERCHANGE STIP AMENDMENT (15 minutes)
  Approve a State Transportation Improvement Program (STIP) amendment to add the Hollister (Cathedral Oaks)\Highway 101 interchange project in the City of Goleta to the 2004 STIP and reprogram $1.2 million from the Ekwill Street-Fowler Road Extension Project to the Cathedral Oaks project.
     
11. INTERCOMMUNITY TRANSIT SERVICE FUNDING APPLICATION AND FTIP AMENDMENT (20 minutes)
  A. Review funding application submitted by City of Santa Maria for the Intercommunity Transit Service pilot project.
     
  B. Adopt a resolution approving an amendment to the 2002 Federal Transportation Improvement Program to program $2.665 million in CMAQ funds to the Intercommunity Transit Service pilot project.
   
12. 2004 CLEAN AIR EXPRESS OPERATOR  CONTRACT REQUEST FOR PROPOSALS (RFPs) (20 minutes)
  A. Cancel 2004 Clean Air Express Operator Contract RFP and reject all proposals.
     
  B. Direct staff to develop a new RFP.
     
13. SPECIAL SBCAG BOARD MEETINGS (10 minutes)
  A. Schedule a Board workshop meeting for September 30, 2004.
     
  B. Consider possible dates for re-scheduled joint meeting with SCAG Regional Council, Ventura County Transportation Commission and Ventura Council of Governments.

  Receive report by Santa Barbara Metropolitan Transit District on the South Coast Transit Priorities and Santa Ynez Valley commuter service projects.

  Review process and schedule for development of 2004 FTIP.
