 The Santa Barbara County Association of Governments (SBCAG) meets concurrently as the Airport Land Use Commission, the Service Authority for Freeway Emergencies, and the Local Transportation Authority.

 Persons may address the SBCAG Board either in person or by using the remote video testimony system located at the Santa Barbara County Board of Supervisors Hearing Room, 511 East Lakeside Parkway, Santa Maria, CA.  Persons may address the SBCAG Board on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered.  Matters not listed on the agenda may be addressed during the public comment item on the agenda.  Further information on agenda items can be obtained in the SBCAG Office, 26 Castilian Drive, Goleta.

 In compliance with the Americans with Disabilities Act, individuals needing special accommodations to participate in the meeting should contact SBCAG at least three working days prior to the scheduled meeting.

Approve minutes from January 16, 2003 Board of Directors meeting.

6.       PUBLIC COMMENT
         
          
The public may address the Santa Barbara County Association of Governments on any subject
           within the jurisdiction of the Board that is not included as part of the agenda.  Comments shall be
           limited fifteen minutes, divided among those desiring to speak, but no person shall speak longer
           than three minutes. 

7.        APPROVAL OF CONSENT CALENDAR (5 minutes)
           Approve by roll call vote on one motion:

           A.        FY 2003-04 TDA/LTF APPORTIONMENTS         

                      Receive and file the estimated apportionments of Local Transportation Funds to local agencies
                      for the 2003-2004 fiscal year. 

           B.       FY 2003-04 MEASURE D ESTIMATES                  

                      Receive and file the estimated apportionments of Measure D funds for allocation to local agencies
                      for the 2003-04 fiscal year.

           C.       CENSUS 2000                 

                      Receive Census 2000 Overview brochure.        

            D.       REVISIONS TO 2002-2003 TDA ALLOCATIONS       

                       Adopt a resolution revising the FY 2002-2003 Transportation Development Act (TDA)
                       Local Transportation Fund (LTF) allocations for the City of Lompoc to provide for
                       requested adjustments during the current year.
           

 8.       CALTRANS DISTRICT DIRECTOR’S REPORT (10 minutes)

 9.        UNMET TRANSIT NEEDS (1 hour)  10:00 AM Time certain
           
            Conduct public hearing on unmet public transportation (transit) needs.

10.       FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM (FTIP) AMENDMENT
           (20 minutes)

           
A.    Hold a hearing to receive comments on proposed amendment to 2002 FTIP.

            B.    Adopt a resolution approving an amendment to the 2002 FTIP modifying the Santa
                   Barbara Metropolitan District South Coast Transit Priorities project and Hybrid-Electric
                   Bus Replacement/Expansion project.

ACTION ITEMS 

11.       AB 1012 UNOBLIGATED BALANCE FOR CYCLE (10 minutes)

            A.    Receive report on unobligated CMAQ and TE apportionments subject to potential lapsing.

            B.    Approve recommendations for programming additional Transportation Enhancement funding
                   to meet AB 1012 timely-use-of-funds requirements.

INFORMATION ITEMS

12.       CLEAN AIR EXPRESS BUS PROCUREMENT  (15 minutes)

            Receive report on status of Clean Air Express bus replacement/expansion.

COMMITTEE REPORTS (10 minutes)

            A.    Receive report on January 24 Coast Rail Coordinating Council (CRCC) meeting.

            B.    Receive report on Los Angeles - San Diego - San Luis Obispo Rail Corridor Agency
                    (LOSSAN) Board meeting of January 29.
