Per Executive Order N-08-21, issued June 11, 2021, some prior Executive Orders related to COVID-19 still remain necessary to help California respond to, recover from, and mitigate the impacts of the COVID-19 pandemic. Consistent with Executive Order N-08-21, the North County Subregional Planning Committee will meet via teleconferencing webinar with remote, and in person participation. Members of the public may observe and address the Committee as shown below including in-person: The following alternative methods of participation are available to the public: 1. Persons may address the North County Subregional Committee in-person on any matter listed on the agenda by completing and delivering to the Clerk a speaker slip before the item is considered. If you attend the North County Subregional meeting in-person, you will be required to wear a face covering/mask at all times regardless of vaccination status per County Health Officer Order No. 2021-10.3. Matters not listed on the agenda may be addressed during the public comment item on the agenda. 3. 4.	MEETING SUMMARY Recommended action: Approve meeting summary of the July 14, 2021 meeting of the North County Subregional Planning Committee.
5.	CLEAN AIR EXPRESS REPORT Recommended action: Receive monthly update on the Clean Air Express commuter bus service.
6.	MEASURE A HWY 246 - ALAMO PINTADO CREEK BRIDGE PROJECT Recommended action: Receive presentation on Hwy 246 Alamo Pintado Creek Bridge Project by City of Solvang for Solvang Circulation Improvement funding and North County Regional Cost Savings and recommend approval to SBCAG Board of Directors.
