The North County Subregional Planning Committee is a Board subcommittee of the Santa Barbara County Association of Governments.
                                      IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION

Based on guidance from the California Department of Public Health and the California Governor's Stay at Home Executive Order N-33-20, issued on March 19, 2020, to protect the health and well-being of all Californian’s and to establish consistency across the state in order to slow the spread of COVID-19, SBCAG advisory committees will no longer provide in-person participation.
Santa Barbara County Association of Governments established alternative methods of participation for the advisory committees, pursuant to the California Governor’s Executive Order N-29-20, issued on March 19, 2020, which states: Providing an opportunity to “observe and address the meeting telephonically or otherwise electronically,” alone, meets the participation requirement; and “Such a body need not make available any physical location from which members of the public may observe the meeting and offer public comment.”

The following alternative methods of participation are available to the public:

Please note the information above is for observation ONLY, with access to only watch or listen. If you wish to speak during the advisory committee meeting, select a public participation option listed below.

Public Participation
: if you wish to make a general public comment or to comment on a specific agenda item, the following methods are available:

Distribution to the North County Subregional Planning Committee. Submit comments via email to info@sbcag.org no later than 5:00 p.m. on Tuesday, June 8, 2021 or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Tuesday, June 8, 2021. Your comment will be placed into the record and distributed appropriately.

Read into the record at the meeting. Submit comments of 250 words, or less, via email to info@sbcag.org prior to 5:00 p.m. on Tuesday, June 8, 2021, or through mail to SBCAG at 260 North San Antonio Road, Suite B, Santa Barbara, CA 93110 to be received no later than 5:00 p.m. on Tuesday, June 8, 2021. Please state in your email, or mail, that you would like this "read into the record." Every effort will be made to read your comment into the record, but some comments may not be read due to time limitations. Comments timely received on an agenda item will be placed into the record and distributed accordingly.

Members of the public wishing to be called on for public comment should click on the “Raise Hand” button on zoom when the item they wish to speak on has begun. When the chair calls for public comment, the clerk will announce you and will unmute your microphone. Comments from the public are limited to 3 minutes per speaker. The public will not be able to share their video or screen.

The North County Subregional Committee may consider items out of sequence at the discretion of the Chair. Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Committee Clerk to all or a majority of the members of North County Subregional Committee less than 72 hours prior to that meeting are available for inspection by contacting SBCAG by email or via the Internet at: http://www.sbcag.org/meetings.html.

Recommended action:
Approve meeting summary of the May 12, 2021 meeting of the North County Subregional Planning Committee.
5. CLEAN AIR EXPRESS UPDATE
Recommended action:
Receive update on the ridership and revenue impact of the COVID-19 pandemic, procurement of a new operating contract, status of vehicle transfers from the Antelope Valley Transit Authority, and service enhancement partnerships with the State.
6. MEASURE A NORTH COUNTY SAFE ROUTES TO SCHOOL, BICYCLE AND PEDESTRIAN CYCLE 3 PROGRAM UPDATE
Recommended action:
Receive update on the status of projects approved for funding from the Measure A North County Safe Routes to School, Bicycle and Pedestrian Cycle 3 Program.

7. MEASURE A HIGHWAY 246 ALAMO PINTADO PROJECT
Recommended Action:
A. Receive update from SBCAG staff on the status of The Highway 246 Alamo Pintado Bridge project.

B. Affirm the use of Measure A North County sub-program cost savings are to be used for similar pedestrian and bicycle facilities as part of Caltrans State Highway Operations Protection Program (SHOPP) project.
